• The BMC civic improvements committee approved leasing 15 acres at the defunct Mulund dumping ground to Navbharat Mega Developers Pvt Ltd (NMDPL) for five years. Adani Group holds an 80% stake in NMDPL and the Maharashtra government 20%. The land will host a casting yard, precast-element manufacturing facility and ready-mix concrete plant for the Dharavi Redevelopment Project. The proposal was returned for reconsideration on July 25 after opposition members raised environmental concerns about using reclaimed dumping-ground land; it was approved despite opposition from Shiv Sena (UBT) and Congress.
• The committee changed the Development Plan 2034 reservation of a 4,247.50-sq-m Mulund East plot from a sports complex and stadium to a petrol pump. The civic administration cited the absence of a petrol pump and repeated resident demands. The issue was raised with the chief minister in April 2025, who directed officials to identify land along the Eastern Express Highway. Congress corporator Meher Haider opposed the change.
• It also approved a 30-year lease of 16.7 acres at Century Mills, Lower Parel, to Peddar Realty Ltd. The plot has 23 buildings with 476 tenements occupied by mill workers’ families and 10 shops. Redevelopment must rehouse all eligible residents at the developer’s cost, in 405-sq-ft tenements. Rent is ₹1 per sq m for the first 30 years; renewal for a subsequent 30 years will follow prevailing policy. The lease is “as is where is,” and the municipal commissioner may reclaim the land after expiry. Originally leased to Century Spinning and Manufacturing Ltd in 1927 for employee housing, the lease expired in 1955; the BMC reclaimed the land after a lengthy legal battle.

Large tracts of salt-pan land, along with BMC land where 4,200 apartments have already been built, are proposed for rehabilitation of project-affected persons (PAPs) from Dharavi and other redevelopment projects. Residents of Mulund East’s Ward 106 question whether infrastructure can handle the influx, citing erratic water supply, crumbling roads, high-rises without amenities and limited public healthcare. Pollution also remains a concern.

BJP candidate Prabhakar Shinde, 65, who switched from Shiv Sena in 2012 and has represented the area since, called fears about Dharavi PAP rehabilitation “rumours” and said water and roads need attention. He faces MNS–Shiv Sena (UBT) alliance candidate Satyawan Dalvi, 58, who said rehabilitation would pressure basic infrastructure and opposed using salt-pan and public land. Dalvi claimed he lost the previous election by 330 votes and expects Sena (UBT), MNS and Congress support; Congress has no candidate. Independent Chandrakant Rahate also opposes relocation. Residents say they want candidates to address basic amenities.

The Mulund East–West foot overbridge near Mulund railway station is at an advanced construction stage, with its main structure complete and flooring, roofing, railings and lighting being installed. It is intended to serve thousands of daily commuters, including office-goers, students and vendors, and connect residential and commercial areas on both sides of the tracks.

Safety features include anti-skid flooring, protective railings and lighting. Wide staircases and planned entry and exit points are designed to accommodate elderly people, children and commuters carrying bags. The bridge is expected to reduce risky track crossings, jaywalking, trespassing, nearby road congestion and accident risks. It will open after mandatory safety checks and inspections, expected to conclude soon. Civic authorities and the railways are coordinating and monitoring construction and safety standards.

The new road connecting the Eastern Express Highway (EEH) to Tata Colony, near Purvarang Society, has received all approvals and is expected to open to the public in a month. Mulund East currently has one entry point from EEH, via Navghar Road, which faces heavy peak-hour congestion.

Residents of Mulund East oppose the Brihanmumbai Municipal Corporation’s (BMC) plan for a permanent shelter for 1,000 stray dogs, citing possible health risks, noise and effects on the neighbourhood. They say the area has also been proposed for rehabilitation homes for displaced Dharavi residents and a pigeon-feeding shelter.

A Supreme Court order on 7 November directed that stray dogs be removed from institutional areas, including schools, hospitals, bus depots and railway stations, and relocated after sterilisation and vaccination. The BMC says Mumbai has tens of thousands of stray dogs and only eight existing shelters, with insufficient capacity.

Advocate and social worker Sagar Devare questioned why Mulund keeps being selected for such projects. A former BJP corporator said residents’ concerns and health risks must be addressed. Civic officials have called a meeting to review the proposal and plan to expand the city’s sterilisation programme.
