The committee approved a proposal to appoint AECOM Asia Company Limited, for ₹1.85 crore and without a public tender, to prepare a master plan for redeveloping the lake and promenade. Opposition corporators challenged the consultant’s credentials and tender exemption. IIT Bombay and the Bombay Natural History Society will guide lake restoration; crocodile relocation would depend on scientific assessment. CRZ clearance is not required. The state has asked the BMC to develop a financially self-sustaining model, which could include ticketed promenade access.

The 1.8-km promenade runs along Adi Shankaracharya Marg (JVLR), between Ganesh Ghat and Pawar Wadi immersion points. Developed nearly two decades ago, it has received little upkeep investment since 2008 and has been damaged by metro and sewerage works. The lake covers 223 hectares and has a 6.61-sq-km catchment.
