Naigaon Police booked six people for allegedly dumping cement waste and construction debris along the Mumbai-Ahmedabad National Highway in East Naigaon. The dumping reportedly obstructed traffic and affected natural water sources near Bapane village, raising health and safety concerns.

On September 19, waste from a demolished building near Vasmanaya Railway Bridge was allegedly dumped beside the highway. Police registered a case under Bharatiya Nyaya Sanhita, 2023, Sections 125, 285, 279, 326(C) and 315, and relevant provisions of the Maharashtra Prevention of Defacement of Property Act, 1995.

Other reported dumping locations within Vasai-Virar municipal limits include Versova Bridge, Sasunavghar, Maljipada, Chinchoti, Naigaon, Sativali Phata, Pelhar and Virar. Police have launched a crackdown. Waste-carrying vehicles from Mumbai and nearby areas allegedly dumped construction and excavated waste instead of using designated disposal sites.

A land dispute in Survey No. 240, Indralok area, Bhayandar East, Navghar involving BJP MLA Narendra Mehta's Seven Eleven Constructions Pvt. Ltd. has escalated. Asgar Ali Vora, 81, claims he and his brother acquired approximately 2,810 square metres of land in 1989 through registered agreement and never sold it. Vora alleges Swayam Builders and Seven Eleven took over using forged documents in 2011. Seven Eleven maintains it legitimately purchased 1,405 square metres from Mervyn Fernandes through registered deed dated June 13, 2019.

Vora met PM Narendra Modi on September 8 seeking intervention and CBI probe. Revenue Department removed Seven Eleven's name from 7/12 land extract, but MBMC had not revoked construction permission. Seven Eleven surrendered commencement certificate and construction permission (issued April 17, 2026) to MBMC's Town Planning Department on September 13, citing ongoing ownership dispute and requesting fee refund.

A Mantralaya meeting was held September 15 attended by Principal Secretary Shrikar Pardeshi, Vora, Narendra Mehta, MBMC Commissioner Radha Binod Sharma and town planner Purushottam Shinde. MBMC scheduled formal hearing for September 16 on land ownership and permission surrender. A 2015 police complaint accused Vora of trespass and intimidation. FIR No. 0593 was registered at Navghar Police Station December 12, 2025 for alleged trespassing. Seven Eleven requested withdrawal of the FIR stating mutual settlement reached. Mehta stated the issue has been resolved.

Asgar Ali Vora, 81, who studied with PM Modi at BN School in Vadnagar, Gujarat, met him on September 8 regarding a long-running land dispute in Navgahr, Bhayandar East.

Vora purchased approximately 2,810 square metres of land through registered agreement in 1989 and claims he never sold or transferred it. He alleged forged documents were prepared in 2011 and the property was divided into two portions without his knowledge.

One portion was shown in possession of Swayam Builders; the other linked to Seven Eleven Constructions associated with BJP MLA Narendra Mehta. Vora questioned how construction permission was granted by Mira-Bhayandar Municipal Corporation despite his claim.

Following the PM meeting, Maharashtra Chief Minister's Principal Secretary Shrikar Pardeshi held a state secretariat meeting on Tuesday with Vora and Mehta present, alongside MBMC Commissioner Radha Vinod Sharma and Town Planner Purushottam Shinde.

Mehta submitted a letter relinquishing possession and returning construction permission. He stated the land had been purchased from Mervyn Fernandes in 2019. Mehta also withdrew his earlier police complaint against Vora.

An FIR for alleged forgery was registered in 2015; the CID report was submitted in 2026. Vora continues seeking CBI investigation into alleged irregularities.

The new road connecting the Eastern Express Highway (EEH) to Tata Colony, near Purvarang Society, has received all approvals and is expected to open to the public in a month. Mulund East currently has one entry point from EEH, via Navghar Road, which faces heavy peak-hour congestion.
