Bombay High Court Orders Panel to Protect Three Mumbai Cave Complexes

The Bombay High Court ordered an expert committee to recommend protection measures for the Kanheri, Mandapeshwar and Mahakali cave complexes in Mumbai.

The Bombay High Court directed an expert committee to prepare a protection action plan for the Kanheri, Mandapeshwar and Mahakali caves, including security, encroachment removal and long-term conservation. The division bench of Chief Justice Alok Aradhe and Justice Sandeep Marne issued the order while hearing a public interest litigation by Janhit Mancha, which cited encroachments, neglect and urbanisation. The committee will include officials from the Municipal Corporation of Greater Mumbai, Slum Rehabilitation Authority, Urban Heritage Committee and Prince of Wales Museum, plus experts from INTACH, an environmental group and Janhit Mancha. The court said authorities have a statutory duty to maintain the caves and should act lawfully against encroachments.

Kanheri, in Sanjay Gandhi National Park, dates to the 1st century AD and has over 100 Buddhist viharas, prayer halls, water cisterns and carved pathways. Mandapeshwar, in Borivali, is a Shiva shrine believed carved between the 6th and 8th centuries; a Portuguese church was built above it in the 16th century, and the site was later contested by the Marathas and reclaimed by the British. Mahakali, also called Kondivite, is in Andheri East; its 19 caves date from the 1st century BC to the 6th century AD.

Mumbai Metro 6 is a 15.2-km elevated corridor linking Swami Samarth Nagar in Lokhandwala with Vikhroli, with operations expected by late 2026.

Mumbai Metro 6, the Pink Line, will run 15.2 km from Swami Samarth Nagar in Lokhandwala to Vikhroli via the Eastern Express Highway, with 13 elevated stations: Swami Samarth Nagar, Adarsh Nagar, Jogeshwari (West), JVLR Junction, Shyam Nagar, Mahakali Caves, SEEPZ Village, Saki Vihar Road, Rambaug (Powai), Powai Lake, IIT Powai, Kanjurmarg (West) and Vikhroli (EEH). Operations are expected by late 2026. The line aims to shift 30% of current road users to the metro and reduce JVLR travel times by 30–45 minutes.

As of late 2024, the project was about 66% complete, with 71% of the viaduct and 52% of station work finished. Station structures were expected to reach 75% completion by June 2025, with civil work due to conclude by mid-2025.

Service will use 108 metro cars in six-coach trains with CBTC signalling, operating 6 am–10 pm. Frequencies are 5–7 minutes at peak and 8–10 minutes off-peak; fares are expected to range from ₹10 to ₹50. Interchanges: Line 2A at Adarsh Nagar, Line 7 at JVLR Junction, Line 3 at SEEPZ Village, Line 4 at Kanjurmarg West, Western Railway at Jogeshwari and Central Railway at Kanjurmarg. Smart cards and QR-code tokens will be used. First proposed in Mumbai’s 2004 metro master plan, the project underwent approvals, project reports and aerial surveys. BMC collaboration enabled a flyover integrated with metro infrastructure.
