BMC aims to generate between 5,000 and 10,000 Project Affected Persons (PAP) tenements in each administrative zone of the city. Plans involve deleting reservation in Jogeshwari despite huge requirement for rehabilitation housing.

A proposal to remove a 1,802.75-square-metre Rehabilitation and Resettlement (RR 2.1) reservation at Majas in Jogeshwari East and convert it to residential zone was approved by the BMC's Improvements Committee. Congress leader Ashraf Azmi opposed the change, citing BMC budget records showing 34,129 Project Affected Persons (PAP) tenements approved, with 33,332 tenements listed in the latest PAP statement at an estimated project cost of Rs 20,751.67 crore. Azmi questioned why BMC would commit such large sums for rehabilitation housing while removing land already reserved for this purpose. He cited this as part of a wider trend involving changes to public reservations and municipal land, referencing Century Mills, a ground in Mulund proposed for petrol pump use, and Neville D'Souza Football Ground in Bandra West. Azmi argued that once public land is surrendered, recreating it is extremely difficult, and called for the proposal to be withdrawn and rejected at the Municipal House.

A fire broke out Thursday in JSM Business Center, a 13-storey commercial building in Behrambaug, Jogeshwari, which had flouted safety norms and allegedly lacked an Occupation Certificate. Fire brigade deployed 8-10 engines and scores of personnel; the blaze was contained in four hours. No casualties; 27 people were rescued and treated for suffocation. Tenants allege the building had illegal alterations and a non-functional fire system, causing significant losses to businesses.

Railway administration took action against unauthorised houses located within railway boundary in Jogeshwari East. Slum dwellers organised a march against the railway administration. Police deployed heavily to control the situation and detained protestors who did not have permission to march. Mumbai Police initiated process of registering case against protesting slum dwellers.

Work on Mumbai’s Mogra pumping station will begin on October 15 after environmental clearances. The ₹393-crore project, sanctioned in 2021 with a 24-month deadline, will include tidal gates, retaining walls and allied infrastructure along Mogra nullah near Oshiwara and Lokhandwala. Land acquisition and a conflict with Phase 2 of the Versova–Dahisar Coastal Road delayed work. After preliminary work began in March 2025, the site moved near Lokhandwala Creek Road, requiring fresh Coastal Regulation Zone and final Ministry of Environment, Forest and Climate Change clearances. The civic body has a three-year completion deadline and aims to commission the station before 2029. It is part of Mumbai’s ₹13,000-crore Integrated Flood Control Action Plan, which includes drainage and pumping upgrades, expanded storm-water drain capacity, Mithi River rejuvenation and nature-based flood mitigation. The project is expected to ease flooding in Versova, Andheri, Jogeshwari, Link Road, Veera Desai Road and other low-lying Andheri areas. Mogra and Mahul are the two unfinished pumping stations recommended among eight projects under BRIMSTOWAD after the 2005 floods.
