BMC Awards Crawford Market Plot Lease for ₹369 Crore

BMC requires space for a staircase, lift and escalators for a railway-planned foot overbridge connecting the east and west sides of CSMT station and providing access to long-distance nodes from Mahatma Jyotiba Phule Mandai. AAV Developers and the Rail Land Development Authority must sign an agreement and make pro-rata payments for their allotted spaces. RLDA must pay for the footbridge landing space, although the chief secretary had earlier directed BMC not to charge land costs. BMC said free space would not comply with the BMC Act. In October 2024, BMC decided to auction three island-city plots, including this one, on 30-year leases.

The plot, one of three identified for auction, previously held a four-storey building with civic offices and a ground-floor wholesale market serving the fishing community. The building was declared dilapidated and demolished in 2015; the market will be relocated. The BMC expects ₹2,100 crore from the auction. Leases will be offered for the first time, with an option to renew for another 30 years; proceeds are intended to support civic infrastructure.

Plans to auction a 2,432-square-metre Malabar Hill plot containing a BEST receiving station were scrapped after resident opposition. The BMC retendered its Worli asphalt-plant plot after failing to attract bidders; officials estimate ₹2,069 crore in revenue. L&T, Godrej Properties, Welspun World, HN Safal, Runwal Developers, DB Realty and architects’ representatives attended a pre-bid meeting last year but submitted no bids by the December 16 deadline.

Funding proposed by Japan International Cooperation Agency (JICA). Once built, will integrate with Metro Line 3 at CSMT, Metro Line 4 and Monorail at Wadala, and suburban railway stations at Byculla and CSMT, improving north-south connectivity in South and East Mumbai.
