Maharashtra grants property rights to five lakh Sindhi families

Maharashtra government will issue property cards and grant freehold status to nearly five lakh Sindhi families under a Special Amnesty Scheme 2025.

The Maharashtra government will grant legal property rights to nearly five lakh Sindhi families who migrated from Pakistan during Partition and settled across the state under the "Special Amnesty Scheme 2025". Property cards will be issued to families residing in 30 settlements across the state, excluding Thane and Ulhasnagar. Residential and commercial properties will be converted to freehold (Occupancy Class-I) status, regularizing long-standing violations of land-use conditions.

Sindhi families will be charged for ownership as per the ready reckoner rate applicable at the time of their migration, not current market rates. Properties in possession until December 31, 2024, or listed with local bodies, are eligible for ownership rights at concessional rates. The decision was approved under Government Resolution dated July 28, 2025, and will benefit residents in cities including Nagpur, Jalgaon, and Mumbai.

Additional initiatives announced during Revenue Week (August 1-7, 2025):

  • Students applying for government certificates no longer required to submit Rs 500 stamp papers
  • August 2: Government will distribute land ownership documents (patta) to people residing illegally on government land prior to December 31, 2011
  • Pradhan Mantri Awas Yojana: around 30 lakh people in Maharashtra will benefit; beneficiaries to receive 500 sq.ft. plots
  • August 6: state-wide survey to identify properties allotted for social purposes (hospitals, schools) being used for commercial gains; strict action threatened for institutions that built commercial structures on public land

Buildings were declared unsafe by BMC in 2020 and demolished. Residents had to find alternative accommodation. Maharashtra government approved redevelopment of privately-owned land through MHADA following consistent appeals by tenant societies.

MHADA Vice President and CEO Sanjeev Jaiswal handed over Letter of Intent to developer. Jaiswal described it as historic and first MHADA redevelopment project on private land executed through appointed construction agency.

Historical context: Government settled 1,200 refugee families in 25 buildings from 1957 at ₹5,380 per apartment (₹14–15 per sq ft). Current property rates in locality: ₹20,000–₹30,000 per sq ft. Refugees were from Pakistan's Sindh and Punjab provinces, allotted homes under Displaced Persons (Compensation and Rehabilitation) Act, 1954.
