MCD Expands Delhi Crackdown on Unsafe and Unauthorised Buildings

Delhi’s civic body stepped up demolitions and inspections after a Satya Niketan building collapse killed seven people and injured at least five.

The Municipal Corporation of Delhi (MCD) continued enforcement across all 12 zones, including controlled demolition of the building adjoining the one that collapsed in Satya Niketan on September 6. The collapse of a paying guest (PG) accommodation killed seven and injured at least five.

Between September 7 and 9, MCD surveyed 1,252 PG buildings: 39 needed minor repairs, nine major repairs and three were deemed dangerous; one dangerous building has been demolished.

From June 1 to September 9, MCD carried out 1,053 demolition actions, sealed 491 properties and issued 2,316 show-cause notices and 757 demolition notices. On September 9, it conducted 34 demolitions and 17 sealing operations. Actions included demolitions in Narela, South, Central, Keshavpuram, Shahdara (North), West and City-SP zones, and sealing four properties for misuse in Civil Lines, including Vardhman Mall.

Enforcement also took place in Laxmi Nagar, Jagatpuri, Pandav Nagar, Vishwas Nagar, Mukherjee Nagar, Jamia Nagar, Shaheen Bagh, Tilak Nagar, Karam Pura, Karol Bagh, Ramesh Nagar, Mansarovar Garden, Chandni Chowk, Nehru Vihar, Deep Enclave Part-II, Vikas Nagar, Prem Nagar, Kala Mahal, Jama Masjid and Sant Nagar A-1 Block Extension. Chief Minister Rekha Gupta directed citywide inspections, especially of PG accommodation and construction and height violations.

Supreme Court Considers Pan-India Building Safety Review After Delhi Collapse

The Supreme Court is considering a pan-India review of building safety after a Satya Niketan PG collapse killed seven people and injured others.

The Supreme Court said it may examine building safety across India and transfer to itself a Delhi High Court PIL concerning the September 6 collapse of a boys’ PG in Satya Niketan, Delhi. A Bench of Justices Ahsanuddin Amanullah and R Mahadevan will take up the matter on Friday. The collapse killed seven people; at least 12 were rescued. Property No. P-14 measured about 55 square yards and had a basement and four floors above ground. The cause is under investigation; preliminary material indicates construction work near the basement and reports noted waterlogging. Owner Hari Om Bansal was reportedly arrested in Rajasthan on September 7. The court-appointed amicus sought time-bound safety inspections of PGs, private hostels and similar student housing across Delhi, covering building plans, construction, land use, structural and fire safety, and access and exits. A court-ordered inspection completed September 3 found some buildings in Saidulajab, Saket and Lajpat Nagar precarious; its report is pending. The July 9 inspection order covered Lajpat Nagar, Saket and Malviya Nagar. Satya Niketan also had a collapse in April 2022, killing two and injuring four.

The Supreme Court may broaden its monitoring of illegal construction into a nationwide safety review of student accommodation after seven people died in a Delhi PG collapse.

Mahadevan said it would hear a request on September 10 for time-bound safety audits of PG facilities, private hostels and other student accommodation around colleges, potentially on a pan-India basis. The request followed a status report highlighting weaknesses in building inspections and enforcement. The proceedings began over land-use and building-bye-law violations; in March, the Court sought information from civic bodies in Delhi, Lucknow, Jaipur, Chennai and Kolkata. It declined the Centre’s request to let the Delhi High Court separately continue a probe petition, after the High Court ordered an inquiry and MCD-area PG inspections on September 7; transfer may be considered.

A Supreme Court committee’s inspections in Saket, Lajpat Nagar and Malviya Nagar ended September 3. Buildings in Saidulajab, Saket and Lajpat Nagar were identified as potentially unsafe. The report noted a 2022 Satya Niketan collapse that killed two and injured four. On September 6, MCD ordered demolition within the stipulated period of dangerous adjoining property P-13, Satya Niketan; five South Zone MCD officials were suspended. Preliminary material indicated construction work near the basement and waterlogging before the latest collapse; its cause remains under investigation.
