BMC proposes appointing former Joint Law Officer Preeti Purandare as legal consultant for the Versova–Dahisar–Bhayandar Coastal Road from May 14, 2026, to May 13, 2027, at ₹1 lakh a month, or ₹12 lakh annually. The project is divided into seven packages, follows FIDIC contract standards and is monitored by the Chief Minister’s Office. Legal support would cover land acquisition and compensation, environmental and Coastal Regulation Zone permissions, mangroves, statutory approvals, utility shifting, maritime and creek permissions, tenders, contractual disputes, scope changes, delays, contractor claims, arbitration and litigation.

In June 2026, BMC appointed Maharashtra State Forest Development Corporation Ltd. for compensatory planting of 15,843 trees across 15 hectares in Karanjade, Panvel, with seven years of maintenance, for ₹12.81 crore.

The approximately 60-km road is estimated to cost ₹22,000 crore and aims to cut Versova–Bhayandar travel time from 90–120 minutes to 15–20 minutes. Completion is targeted for December 2028, with March 2029 as the outer deadline. It will connect the Mumbai Coastal Road South, Bandra–Worli Sea Link and Bandra–Versova Sea Link.

Ravijyot Finance & Leasing director Venkataraman Narasimha Ayyangar has challenged Unity Small Finance Bank’s proposed e-auction of 429 acres at Survey No. 344 (Part), CTS No. 1, in Dahisar, Mumbai, and warned prospective bidders against participating until the dispute is resolved.

The bank’s sale notice says the land secured a ₹1,220 crore mortgage overdraft facility to Housing Development and Infrastructure Ltd. (HDIL), with ₹2,059.30 crore outstanding as of August 31, 2023. Ravijyot denies the land was mortgaged for HDIL’s borrowing and says it took a ₹10 crore loan from erstwhile Punjab & Maharashtra Co-operative Bank, fully repaid in 2020. It alleges Unity began recovery proceedings after the bank’s 2022 amalgamation with PMC Bank.

In a Bombay High Court suit, Ravijyot disputes documents dated September 11, 2018, alleging they were not executed and are forged, unstamped or unregistered. It says HDIL’s account became an NPA on October 31, 2011, and questions the facility’s validity. Ravijyot filed an EOW complaint on September 9, 2024; the investigation continues. The matter is before the DRT and Bombay High Court.

The Union government handed 53.71 acres of salt pan land to the Brihanmumbai Municipal Corporation (BMC) on a 99-year lease for ₹12.9 crore. A Salt Commissioner notice specified 53.174 acres. The land may be used only for the Dahisar-Bhayandar Link Road (DBLR), and the state cannot transfer its ownership. The transfer letter makes the receiving agency responsible for defending legal cases, including compensation claims by lessees.

The 5-km, 60-metre-wide missing link will cross Vasai Creek, nearby mangrove land and salt pans, connecting Dahisar and Bhayandar to Subhash Chandra Bose Maidan. The elevated road will start near Kandarpada metro station in Dahisar West and end at Uttan Road near the maidan in Bhayandar West. Of the route, 1.5 km falls under BMC and 3.5 km under Mira Bhayandar Municipal Corporation. It is expected to ease the Nariman Point–Mira Bhayandar commute when completed in three years.

BMC awarded the construction tender to Larsen & Toubro, which bid ₹3,304 crore, in July 2024. Bidding began in October 2022.

The Mumbai Metropolitan Region Development Authority (MMRDA) has scheduled integration work across Metro Lines 2A, 7 and 9 from September 15 to 25. Passenger services on the affected corridors will start at 6:30 am during the block.

The work will integrate the Kashi Gaon–Mira-Bhayandar section with the existing network. Technical teams will migrate signalling software and conduct testing and validation before services on Line 9’s second phase can begin.

Line 9’s 4.7-kilometre first phase, between Dahisar and Kashi Gaon, entered service in April. The journey takes approximately 10 to 15 minutes, and passengers can connect from Kashi Gaon to Andheri West and Andheri East via Metro Lines 2A and 7. Line 7 runs between Dahisar and Gundavali; Line 2A connects Dahisar with Andheri West. Further operations towards Mira-Bhayandar depend on completing the integration and subsequent operational steps.

The Dahisar-Bhayandar Link Road (DBLR), the final leg of Mumbai Coastal Road (North), is in active construction with piling and pile-cap work underway. Launching-girder work set to begin second week of October. A casting yard in Bhayandar manufactures precast concrete components: 60 piles, five pile caps, four piers, pier caps and nine bridge segments completed so far. The 5.135 km DBLR section includes elevated roads, roads on stilts through mangrove areas, elevated structures across creek and salt-pan land, connector roads, interchanges and flyovers. The 3.83 km main elevated road is 45 metres wide. The overall 60 km coastal road project (seven packages A through F plus DBLR) links Versova and Bhayandar. Expected travel time reduction from 90–120 minutes to 15–20 minutes between Versova and Bhayandar. Estimated total cost Rs. 20,000 crore. December 2028 completion deadline.
