About 1.6 km of the Goregaon-Mulund Link Road (GMLR) alignment passes through Film City. BMC is using a 1,600-metre-long, 10-metre-wide land strip within the 45.70-metre road alignment and has temporarily taken over Josh Maidan and Joker Maidan to store tunnel-boring machine (TBM) components and excavated material.

Rent is set at ₹0.52 per sq ft per day. Annual charges are ₹51.30 lakh for the land strip, ₹2.44 crore for Josh Maidan and ₹1.68 crore for Joker Maidan: ₹4.64 crore total, or ₹5.47 crore including 18% GST. BMC will pay ₹20.08 crore through March 2029. Film City Corporation has sought ₹174.12 crore for losses, including filming revenue; the remaining claim will be considered separately.

Phase 3 comprises two three-lane tunnels between Dadasaheb Phalke Chitranagari and Khindipada in Mulund, beneath Sanjay Gandhi National Park. Each tunnel is 4.70 km long, with diameters of 14.20 metres on parallel stretches and 13 metres within the park. The first TBM has excavated 64 metres and installed 27 permanent and two temporary rings; the second TBM is 92% assembled. The 12.20 km road is expected to cut travel time from about 90 minutes to 20 minutes.

At the BMC standing committee meeting on Wednesday, BJP corporator Priti Satam flagged safety lapses at the Goregaon-Mulund Link Road (GMLR) project site on Film City Road. She said girders lacked safety measures, debris had been dumped at several locations, and ditches filled with stagnant water were not properly barricaded, creating risks for passersby and workers. Satam also said anti-pollution misting units and a traffic warden had not been deployed. She asked what action would be taken against the contractor and officials if an accident occurred.

The launching shaft for the Goregaon–Mulund Link Road (GMLR) twin tunnels at Dadasaheb Phalke Chitranagari, Goregaon, was completed on March 5, 2026. Concreting is underway, with curing expected within three days. Two tunnel-boring machines (TBMs) will be lowered from March 10. A 20 × 20 × 2.5-metre curved concrete cradle will support them; lifting requires 350-tonne and 800-tonne cranes. The 350-tonne crane is onsite; the 800-tonne crane components have arrived, with operation planned by March 7 and a load test on March 8. TBM assembly will follow, and excavation is targeted to begin by June.

The project includes a 4.7-km twin tunnel beneath Sanjay Gandhi National Park and a 1.6-km box tunnel through the Chitranagari. At Ratnagiri Junction, Goregaon, a flyover’s pier caps are under construction; girder launching is to be expedited, with traffic opening targeted by May 31, 2026. The 12.2-km GMLR will connect the Western Express Highway at Goregaon to the Eastern Express Highway at Mulund, cutting travel time from 75 to 25 minutes. Executed in four phases, it costs ₹16,000 crore.

The nearly 1.3km flyover from Dindoshi court to Dadasaheb Phalke Chitranagari (Film City) is part of the 12.2km Goregaon-Mulund Link Road (GMLR) project and is expected to open by October 15.

All 31 piers and 30 spans are complete, as are girder installation, deck slab casting and approach roads on both sides. A load test is scheduled for the second week of October; the BMC will open the flyover after required technical procedures are completed.

Remaining work includes finishing, road markings, signage, electrical poles, noise barriers and 7.5m-wide slip roads alongside the flyover. Additional municipal commissioner Abhijit Bangar inspected the site in Goregaon on Thursday and directed officials to expedite the work. Officials were also told to remove barricades below the flyover, fully open the roads to traffic, and clear debris and solid waste.
