BEST cancelled its plan to lease staff quarters at its Altamount Road plot, withdrawing a tender expected to fetch around Rs 263 crore on March 25. The proposal involved leasing 35 flats – 15 in Wing A and 20 in Wing B – on a 2,475 sq m plot at Cumballa Hill for third-party residential use. Both wings are five-storey buildings.

BEST cancelled its tender on 25 March to lease 35 flats (15 from A wing, 20 from B wing) on a 2,475.07 sq m plot in Cumballa Hill, Altamount Road, expected to generate Rs 263 crore. The plan involved converting the plot into residential zone and leasing to private parties as part of BEST's asset monetisation strategy to boost non-fare revenue.

The proposal faced strong opposition from citizen groups and BEST employees over privatisation of public land. Activists submitted a white paper to Maharashtra government in October 2025 calling for transparency and safeguards.

Despite cancellation, C Wing of the same plot—comprising 8 high-end flats and a receiving substation—has already been leased for 30 years to Sikka Ports and Terminals Ltd, a Reliance Industries subsidiary. The receiving substation raised concerns as such infrastructure is typically reserved for essential services.

BEST has cumulative losses of Rs 10,000 crore. Chief Minister Devendra Fadnavis directed BEST to generate at least 40 per cent of revenue through non-fare sources. The cancellation highlights challenges in balancing financial recovery with public accountability.

Reliance Industries Limited acquired three residential units at One Altamount Road in South Mumbai for Rs 85 crore total consideration. Justice Milind Jadhav rejected a plea by New Deluxe Co-operative Housing Society to redevelop its ground-plus-three-storey building into a multi-storeyed structure on Altamount Road, Malabar Hill. Pemino Co-operative Housing Society, which shares the original undivided plot, objected based on a restrictive covenant in conveyance deeds limiting construction height to 30 feet, as the original plot was designated as a "plot of cottages." New Deluxe initiated redevelopment after conducting a title search and issuing public notices in March 2024. In August 2024, Pemino issued an objecting public notice, after which prospective developers began requiring a no-objection certificate from Pemino, halting progress. New Deluxe contended the restrictive clause could not override its absolute ownership and noted that Pemino itself added four floors to its structure in 1966, allegedly breaching the same covenant. Justice Jadhav observed the restrictive covenant had "travelled through successive conveyances" and was reflected in New Deluxe's chain of title. Both societies' conveyance deeds expressly refer to earlier indentures and transfer the property with all associated rights and obligations, giving rise to a prima facie inference that stipulations were intended to bind successors-in-title. The judge also noted the relief sought was akin to final relief and could not be granted at the interim stage. The redevelopment remains on hold pending further proceedings.
