The Department of Town and Country Planning (DTCP) held a public hearing on Monday, following a November 26, 2025 Punjab and Haryana High Court order, on jurisdiction in DLF Phases 1–5. More than 100 residents attended. DTCP said flagged violations concern licence conditions under the Haryana Development and Regulation of Urban Areas Act, 1975, and its enforcement is legally valid. Residents argued that the area falls under the Municipal Corporation of Gurugram (MCG), so the Town and Country Planning Act, 1963 should apply and DTCP lacks enforcement authority. They cited building plans and occupancy certificates issued under the 1963 Act. DTCP said licensed-colony permissions—including residential plot layouts, zoning plans and land use—were granted under Section 3 of the 1975 Act, and those conditions continue within municipal limits. Independent house plans and occupancy certificates are approved by architects under the Haryana Building Code, 2017 self-certification system; violations can still be treated as breaches of licence conditions and acted on under Section 3-B. Residents could submit objections; DTCP said it would issue a common speaking order and submit it to the High Court as a status report in the coming days.
