DPCC Levies ₹5 Lakh Fine on Sadar Bazar Factory

The Delhi Pollution Control Committee fined a Sadar Bazar factory ₹5 lakh and directed the Cantonment Board to seal it for operating without required approvals.

The Delhi Pollution Control Committee (DPCC) told the National Green Tribunal that it imposed ₹5 lakh environmental compensation on a bakery and confectionery factory in Delhi Cantonment’s Sadar Bazar. The unit had a Delhi Cantonment Board trade licence but lacked DPCC consent to establish (CTE) and consent to operate (CTO). A joint inspection by DPCC and Cantonment Board officials on September 23, 2024, found in-house manufacturing. Under the Delhi Master Plan 2021, shops of 20 sqm or less could operate in the mixed-land-use area, but the unit occupied more space. DPCC issued a show-cause notice and fine on September 30, and directed the Cantonment Board to seal the unit. The action followed complaints alleging odd-hour operations, heavy machinery and improper waste disposal.

Separately, DPCC asked the Municipal Corporation of Delhi for an action report on a damaged, closed dhalao No. 132 on Mangal Pandey Road, Hari Nagar. A January inspection found garbage spilling onto the footpath and a clogged main drain; the structure beside Hanuman Park could collapse.
