The Telangana High Court directed HYDRAA, municipal authorities and revenue officials to file detailed reports on the demolition of 28 houses and fencing of land in Survey No. 6, Patelguda village, Ameenpur Mandal, Sangareddy district. The case was filed by Tammishetti Srikanth and 21 others. Residents allege they bought plots in an approved layout, received demolition notices on a Saturday and saw their homes demolished the next day despite High Court status quo orders. Some families had held housewarming ceremonies days earlier. The government told the court the land belongs to the State. The court issued notices to the Revenue Department Principal Secretary, Sangareddy District Collector, Ameenpur Tahsildar, Municipal Commissioner and HYDRAA; the next hearing is June 15.

Separately, HYDRAA told the court it was not interfering with a 13.17-acre Kukatpally parcel in Survey Nos. 1003–1006. NVN Constructions’ contempt petitions allege officials damaged fencing, security rooms, gates and machinery and disconnected electricity despite court orders. The hearing was adjourned to June 8.

Authorities must maintain the status quo until the survey is completed.

The state said demolitions were limited to structures on survey number 12, designated government land. Owners contend the demolished villas stood on private land in survey number 6. Justice CV Bhaskar Reddy said owners could seek state compensation if the survey confirms the structures were on private land; if they were on survey number 12, owners may seek regularization under government directives.

Authorities must review petitioners’ regularization applications and issue orders, considering their sale deeds. Petitioners’ counsel R Chandrasekhar Reddy said construction permissions had been obtained; government counsel Muralidhar Reddy argued the demolitions were justified because some owners allegedly encroached on government land.

On November 20, 2024, a court ordered a survey of land in Patelguda, in Ameenpur municipality, after a dispute over houses razed by the Hyderabad Disaster Response and Asset Monitoring and Protection Agency (HYDRAA) two months earlier. The order gave partial relief to the affected villa owners.

The case concerns Patelguda residents whose houses were demolished by revenue and civic authorities with HYDRAA’s assistance. Residents said their homes stood on private patta land, citing registration documents, building permissions and their sellers’ nala conversion permission. Authorities said the homes encroached on government land in survey number 12.

The court said owners whose buildings are on private patta land may pursue compensation and damages in civil court. If the buildings are on government land, residents cannot seek relief from the court and may ask the government to regularise them.

HYDRAA officials returned on Monday, November 11, 2024, to a demolition site near BSR Colony in Ameenpur’s Patelguda village to remove debris using hammer excavators and JCBs, but left without working after residents cited a High Court stay order.

HYDRAA demolished several residential structures there on September 22, saying they stood on government land in survey No. 12, rather than private property in survey No. 6. Property owners filed writ petitions. The High Court directed the Telangana government, Sangareddy district collector and RDO, Ameenpur tehsildar and Ameenpur municipal commissioner to survey the land and establish whether it was government property in survey No. 12. Officials were ordered to maintain status quo over the property until then.
