Maharashtra’s revenue and forest department approved diversion of 0.39 hectares of mangrove forest in Thane’s Mogharpada area for an approach road and spur line serving the Mumbai Metro 4 (Wadala–Kasarvadavali) and 4A (Kasarvadavli–Gaimukh) depot. The land between Mogharpada and Vasai Creek is technically unnotified. The 174.01-hectare depot is planned as Asia’s largest, compared with the 30.45-hectare Mandale depot in Mumbai’s eastern suburbs.

The clearance, issued under the Van (Sanrakshan Evam Samvardhan) Adhiniyam, 1980, followed scrutiny of the MMRDA proposal. MoEF&CC’s Nagpur regional office gave in-principle and final approvals, subject to conditions including fees and compensatory afforestation exceeding the affected notified area. Forest officials must verify compliance before handing over the land; MMRDA must allow monitoring access. Non-compliance could revoke permission and trigger legal proceedings.

Depot construction faces litigation after local farmers approached the Supreme Court over cultivation rights and compensation; 198 farmers cultivated paddy in the area. MMRDA plans retail and commercial development at the depot, which will also serve Metro 10 (Gaimukh–Shivaji Chowk, Mira Road). Its layout provides for the Thane Coastal Road.

Around 200 farmers protested on Sunday, February 22, at the Mogharpada site for the Metro-4 (Wadala–Kasarvadavali) car shed, demanding immediate compensation and alternative plots for acquired land. They warned they could block Thane Ghodbunder Road and prevent authorities from taking possession. The Mumbai Metropolitan Region Development Authority (MMRDA) acquired the land, but owners under Survey No. 30 continue to grow paddy there. The farmers, protesting under Shri Sati Aai Gramasth Mandal, said farming is their primary livelihood and they would not surrender the land without proper compensation.

They also sought priority metro-related jobs for local youth, a school and college on five acres, and skill training for farmers’ children with preference for locals. They said meetings with then Chief Minister Eknath Shinde, Deputy Chief Minister Devendra Fadnavis, the District Collector and MMRDA officials brought verbal assurances of compensation and alternative land, but no written or legal documents. Vice-president Ramkrishna Patil said drone-based surveys were conducted but formal on-ground acquisition had not been completed on paper. Farmers threatened to intensify their protest.
