Following the fatal Malviya Nagar fire that killed 21 people, authorities uncovered another property linked to the Flourish Stay B&B owner with alarming fire safety concerns.

The basement property features:

• Cramped rooms with narrow corridors lined with wooden-finish wall panels
• Double beds occupying most floor space with minimal room for movement
• Apparent absence of windows or natural ventilation in several rooms
• Reliance on air-conditioning, ceiling fans and lighting only
• Low ceilings and limited airflow, hazardous during smoke accumulation
• Common area and kitchen with extensive wooden cladding and LPG gas connections
• Narrow corridor lined end-to-end with wooden panelling

Police sources indicate the property has a permitted limit of three rooms but the owner constructed over 15 rooms there. Five rooms exist in the basement with a kitchen and store room.

Authorities are examining whether violations of fire safety norms, unauthorised construction and interior modifications contributed to the scale of the tragedy.

A fire broke out at 8:48 AM at Flourish Stay, a bed-and-breakfast facility in Malviya Nagar, South Delhi, killing at least 21 people including 17 foreign nationals and injuring several others.

Co-owner Lovkesh Bajaj was arrested. Delhi Police issued a look-out circular against Bajaj and other accused.

Violations found:

• Hotel approved for 6 rooms but operating 25 rooms
• Green Residency Hotel 100 metres away approved for 6 rooms but operating 28
• All windows sealed, restricting escape routes
• No fire safety compliance, structural approvals, or emergency evacuation arrangements

Fire cause: Preliminary findings indicate fire started near staircase on ground floor, possibly from combustible material stored there. LPG cylinders found inside during rescue. Exact cause to be determined by forensic examination.

Former Delhi Fire Services Director Atul Garg cited structural issues: congested area restricting fire tender access, no water source, encroachments, many single-staircase buildings, no NOC or safety measures.

BJP MLA Satish Upadhyay said strict action will be taken against violators and non-compliant B&Bs, hotels and guest houses will be sealed.

June 2024: fire at bed-and-breakfast in Delhi's Hauz Rani killed 23 people including foreign medical tourists; fire in Lucknow's Aliganj killed 15, mostly youngsters. Fire officials suspect short circuits in both cases, spreading rapidly through structures violating building codes, lacking ventilation and emergency exits.

Electrical fire mechanisms: Short circuit occurs when current finds unintended low-resistance path, surging and generating heat rapidly with sparks. More commonly, fires begin quietly from friction-heat at weak points (loose connections, thin wires on heavy appliances). Joint failures where wires meet switches and sockets generate heat, loosen connections, create gaps that spark, feed self-amplifying cycle.

Summer risk factor: Wire insulation designed assuming 30°C ambient temperature; Indian equipment typically specified for 33°C; Delhi summers now routinely exceed 45°C. At higher temperatures, wires lose carrying capacity, overheat, degrade insulation toward short circuit—exactly when homes run maximum appliances (air conditioners) continuously.

2024 statistics: Delhi fire service took 220 emergency calls on one day in late May 2024; around 70% were electrical fires. Summer emergency calls crossed 9,000, deaths tripled to 30+ compared to 10 previous year. Temperatures reached near 50°C; 2024 confirmed warmest year on record globally.

AC-specific risks: Air conditioners draw large startup power through capacitors sensitive to heat; outdoor units overheat from sun plus continuous running; weakened capacitors strain motors, causing overheating and fire risk.

Delhi Chief Minister Rekha Gupta met families of those who died in the May 30 Saidulajab building collapse and the June 3 Hauz Rani hotel fire, handing each family ₹10 lakh in ex-gratia assistance. Six people, including five medical students and a canteen owner, died in the collapse. The fire at a bread-and-breakfast facility in Hauz Rani, Malviya Nagar, killed 23 people, including several foreigners. Gupta said the government was taking steps to prevent such tragedies and those responsible would not be spared. Delhi Fire Services is procuring smaller firefighting vehicles to reach narrow lanes and densely populated areas.

Delhi’s Public Works Department (PWD) has completed soil testing and geological assessment for doubling the one-way Savitri Cinema and Kalkaji flyovers and linking them to a new flyover connecting with the Modi Mill flyover on the Outer Ring Road. It has sought financial approval to invite tenders; ground work is expected to begin around mid-2026, after bidding, and take at least a year. The preliminary cost is ₹412 crore.

The expansion is expected to ease traffic around Chittaranjan Park, Greater Kailash and Nehru Place, but construction is likely to disrupt the arterial road linking south, south-west and south-east Delhi, including popular airport routes. The existing 1.5-km Savitri flyover, built in 2001, carries traffic from Modi Mill towards IIT; no flyover serves traffic from IIT towards Kalkaji. The junction is a bottleneck for traffic turning towards Greater Kailash and CR Park.

PWD had proposed the project in 2015; UTTIPEC approved it in 2016. Funding is planned from Delhi’s ₹1,000 crore Central Road Fund allocation, subject to Ministry of Housing and Urban Affairs approval, with additional funds possible. The project is part of PWD’s plan for a signal-free stretch from Sarai Kale Khan to Malviya Nagar.
