Industrial Area Local Authority (IALA) in Madhapur applied lower industrial building monthly rental value (MRV) rates instead of office building rates to IT company units, causing under-assessment of property taxes.

GHMC norms specified: industrial buildings MRV ₹4 per sq ft (ground/first floor) and ₹3.50 per sq ft (upper floors); office buildings MRV ₹6 per sq ft (ground/first floor) and ₹5.50 per sq ft (higher floors).

IALA Madhapur applied industrial rates to IT offices, resulting in short levy of ₹105.91 crore for 2014-2022 period.

Government replied (October 2023) that lower rates were agreed at IT companies' request to create employment, but other IALAs under same GHMC maintained prescribed categorisation and rates.

CAG noted IALA Madhapur extended undue benefit to IT companies contrary to rules without specific approval from Industries & Commerce Department or GHMC.

Property tax rates for IT companies enhanced from April 1, 2023. Principal secretary, I&C department directed exploration of recovery of ₹105.91 crore from IT companies.

HYDRAA removed park and roadway encroachments at Madhapur's Jubilee Enclave, spanning 16,000 sq. yds valued at Rs 400 crore. Authorities reclaimed two parklands (8,500 sq. yds), 5,000 sq. yds of roads, and 300 sq. yds of government land from encroachers. Residents and representatives of Jubilee Enclave layout complained to HYDRAA about encroachments, alleging a man named Jai Hind Reddy had encroached on public parks. The layout received permits in 1995 and was regularised in 2006 by the government; parklands were given as gift deed to GHMC as part of the layout. A hotel and large hoarding erected on the site generated nearly Rs 4 lakh per month in income to the encroacher. GHMC had issued notices earlier. Following ground inspection, HYDRAA officials confirmed the encroachments. HYDRAA commissioner A.V. Ranganath ordered demolition. Team led by ACP Srikanth and inspectors Rajashekar and Balagopal demolished illegal structures including a hotel shed on government land. Officials fenced reclaimed land and installed boards marking them as protected parks and government property. Residents expressed gratitude for safeguarding open spaces in area surrounded by IT offices and residential complexes.

A walk from Durgam Cheruvu through Hitech City, Raidurg, Kondapur and Gachibowli to the Financial District and Nanakramguda found wide, clean footpaths in some stretches and broken, obstructed or missing paths in others. In June 2026, the Supreme Court said safe footpaths are a fundamental right under Articles 19(1)(d) and 21.

The Financial District has the route’s best continuous footpaths; the stretch outside IKEA and paths near Shilparamam, Cyber Towers and the National Institute of Fashion Technology are also in good condition. The Hitech City Metro station supports pedestrian access.

Around Mindspace, roadworks have pushed pedestrians onto the road. Raidurg Metro station’s narrow footpath has broken tiles, pipes and construction debris; other sections are dug up or used for parking. In Kondapur, parked cars and two-wheelers block paths, while there is no footpath near Aura Hospitals in Raghavendra Colony. Raja Rajeshwara Nagar towards Masjid Banda has only a dirt edge. Near Botanical Garden, a tiled path is available but dirty; along the University of Hyderabad, pedestrians have only a dirt strip that turns muddy in rain.

Hyderabad added more than 70 global capability centres (GCCs) in FY25, the highest among major Indian cities, taking its total above 515 and its GCC workforce above 300,000. The Anarock Research & Advisory-Ficci report says the city accounted for about a fifth of India’s GCC base as of March 2026.

Hyderabad has about one million IT workers and produces more than 400,000 STEM graduates annually. Its talent pool spans technology, pharmaceuticals, life sciences, financial services, aerospace and engineering. Institutions cited include IIT Hyderabad, IIIT Hyderabad, BITS Pilani Hyderabad, the University of Hyderabad and the Indian School of Business.

Established office corridors include HITEC City, Madhapur, Gachibowli and the Financial District; the Financial District-Kokapet corridor is emerging as a location for large occupiers. GCC growth is supported by talent, cost competitiveness, BFSI depth, life-sciences capabilities, sector diversity and ease of doing business.

An unauthorised G+6 building collapsed in Anjaiah Nagar, Gachibowli, killing two workers. A four-storey building in NTR Nagar, Gopanpally also developed a dangerous tilt and was demolished. Cyberabad Municipal Corporation (CMC) faces criticism for lapses in preventing unauthorised constructions. Unauthorised multi-storey buildings have proliferated on plots measuring 50 and 75 square yards across CMC limits. Residents allege inadequate oversight and enforcement by authorities. RWAs question how construction permissions were generated through a digitised system for restricted 50-square-yard plots and how zoning rules were misinterpreted to permit commercial-scale vertical construction on small residential plots. Allegations include: fitness certificates issued without adequate checks on structural stability and foundation strength; buildings constructed edge-to-edge with little or no setback; narrow high-rises constructed without adequate soil testing or proper structural engineering; developers using altered or fake blueprints to construct additional floors beyond approved plans; civic teams failing to conduct mandatory ground-level inspections during critical construction stages; developers uploading incorrect structural data and plot dimensions on automated approval portals to circumvent scrutiny. RWAs call for comprehensive audit of buildings and review of town planning and enforcement wings. CMC carried out 17 demolitions against unauthorised constructions, razed 19 illegal buildings in enforcement drive, and identified 146 unauthorised buildings with 47 demolitions following the Anjaiah Nagar collapse.
