The Department of Town and Country Planning (DTCP) can now proceed against property owners involved in building norm violations and illegal commercial establishments in residential houses in DLF Phase 1 to 5 after the Punjab and Haryana High Court restricted its earlier protection order on May 29.

Protection now applies only to property owners who submitted replies to DTCP show-cause notices and impleaded themselves in the case. Of 5,099 property owners issued notices, only 763 submitted replies.

During a court-directed survey last year, the DTCP enforcement wing identified violations in over 5,000 properties. Violations relate to illegal constructions and commercial activities in residential areas.

The November 26, 2025 protection order had restrained the District Town Planner from removing violations, but the new order vacates this stay for non-respondents. The court directed that fresh construction violations would invite contempt proceedings.

District Town Planner Amit Madholia said enforcement measures will proceed based on director DTCP directions. The matter remains sub judice with next hearing scheduled July 6.

Of 5,099 properties flagged for violations in DLF Phases I-V, nearly 43% are on EWS (Economically Weaker Section) plots. Physical enforcement has reached only 102 properties. Low-cost plots in DLF colonies house seven-floor buildings, PGs, and clinics in violation of regulations.

Nearly 500 property owners and business operators from DLF Phases I to V gathered at Metro Park in DLF Phase III to protest the ongoing restoration and sealing drive by Haryana department of town and country planning (DTCP). They demanded a policy to regularise existing guest houses and buildings constructed beyond permissible limits. Protesters alleged selective targeting of DLF properties despite similar violations existing across other private colonies and residential sectors. They sought compounding of violations under existing rules rather than demolition or sealing. Property owners argued the colonies developed over three decades and structures cannot be demolished suddenly. Guest houses provide affordable housing to thousands of office workers in Gurugram's corporate sector and represent a walk-to-work model reducing commuting pressure. Residents demanded government simplify paying guest policy and regularise existing units. They also requested transit-oriented development (TOD) benefits and higher floor area ratio (FAR) provisions extended to individual property owners rather than only large developers. Protesters urged temporary suspension of the drive to allow residents to approach the chief minister and state government for resolution. District town planner Amit Madholia stated action is being taken as per law and court directions. A DTCP official confirmed action against illegal constructions and commercial establishments in residential properties is being taken per court directions, with pamphlets distributed to tenants as owners often do not inform them of proceedings.

DLF received occupancy certificates (OC) for Downtown 4 in Gurugram and Downtown 3 in Taramani, Chennai. Both towers are pre-leased with fit-outs nearing completion; rentals expected to commence in 3-4 months.

DLF expects exit rentals (annual rental earnings) by FY26 of Rs 6,700 crore. FY25 consolidated revenue of DLF Cyber City Developers was Rs 6,448 crore.

DLF's rental portfolio has 43-44 million square feet (msf) of operating assets including office parks, IT/ITeS SEZs, retail and hospitality. Vacancy levels stand at 6 percent.

Downtown Gurugram comprises 5.5 msf office space and 2 msf retail. Downtown Chennai includes 3.5 msf office space in two towers.

Other projects: Atrium Place phase-1 (joint development with Hines, 2.1 msf, 87% pre-leased) expected OC by July; Summit Plaza DLF Phase-5 expected OC in 2-2.5 months; Promenade mall Goa expected OC in 4-5 months.

Noida Data Center 2 nearing completion; Data Center 3 under construction and already leased.

DLF has 12 msf commercial space under construction (2.3 msf leased, 9.7 msf unleased) and 17 msf additional commercial development potential. Capex for rental division (DCCDL, DLF, Atrium Place) in FY26-FY27 estimated at Rs 5,000 crore.
