Of 5,099 properties flagged for violations in DLF Phases I-V, nearly 43% are on EWS (Economically Weaker Section) plots. Physical enforcement has reached only 102 properties. Low-cost plots in DLF colonies house seven-floor buildings, PGs, and clinics in violation of regulations.

PGs were identified in residential sectors. 18 establishments sealed in DLF Phase III. Residents say enforcement needs to go beyond notices and surveys.

• The enforcement drive in DLF Phase 3 entered its third day on Saturday.
• Teams sealed 181 rooms in four paying guest buildings and locked 29 commercial establishments operating illegally from residential premises.
• The district town planning (enforcement) department carried out the action under directions from the Punjab and Haryana High Court, with police and district administration present in S Block and adjoining areas.
• The drive targeted illegal constructions, encroached stilt parking areas and zoning violations, including offices, kitchens, restaurants, servant quarters and rooms built in stilt spaces.
• At S-27/3, a stilt-plus-five-storey PG facility called Hello World Co-Living was sealed entirely: 38 rooms were locked, and an office, three rooms and a servant quarter in the stilt area were demolished.
• At S-28/4, 54 rooms were sealed across the basement, ground floor and upper floors; sheds in setback areas were removed and gates and encroachments beyond the plot line were dismantled.
• On Siris Road, 44 rooms were sealed at plot 74, including six in the basement and 38 across five floors.
• On Siris Road 72, 45 rooms were sealed, including five built in the stilt area.
• On Siris Road 70, 44 rooms were sealed, and a kitchen, restaurant and office in the stilt floor were demolished.
• Along the S-30 lane, 29 commercial units in residential properties were sealed, including salons, workshops, departmental stores, property dealer offices, pan shops, eateries and juice outlets.
• Encroachments in S-54 lane were cleared, including ramps, staircases and unauthorised structures.
• Illegal ramps, lawns, DG sets, extended boundary walls and oversized gates at S-28/2, S-28/3 and S-28/4 were also cleared.
• More than 25 buildings have faced enforcement action in the first three days of the campaign.
• On Thursday alone, 262 rooms in eight large PG buildings were sealed, including a 128-room PG on a 1,000-square-yard plot.
• Final restoration orders were issued on June 12 and 13 for properties not covered by any stay or status quo directions, and owners were directed to remove deviations from sanctioned plans.
• The department said the drive will continue across DLF phases 1 to 5 until compliance is ensured.

On 1 September 2026, the Directorate of Town and Country Planning (DTCP) instructed DLF to implement stricter monitoring of vacant residential plots in its Phase 3 colony in Gurgaon amid misuse concerns.

Nearly 500 property owners and business operators from DLF Phases I to V gathered at Metro Park in DLF Phase III to protest the ongoing restoration and sealing drive by Haryana department of town and country planning (DTCP). They demanded a policy to regularise existing guest houses and buildings constructed beyond permissible limits. Protesters alleged selective targeting of DLF properties despite similar violations existing across other private colonies and residential sectors. They sought compounding of violations under existing rules rather than demolition or sealing. Property owners argued the colonies developed over three decades and structures cannot be demolished suddenly. Guest houses provide affordable housing to thousands of office workers in Gurugram's corporate sector and represent a walk-to-work model reducing commuting pressure. Residents demanded government simplify paying guest policy and regularise existing units. They also requested transit-oriented development (TOD) benefits and higher floor area ratio (FAR) provisions extended to individual property owners rather than only large developers. Protesters urged temporary suspension of the drive to allow residents to approach the chief minister and state government for resolution. District town planner Amit Madholia stated action is being taken as per law and court directions. A DTCP official confirmed action against illegal constructions and commercial establishments in residential properties is being taken per court directions, with pamphlets distributed to tenants as owners often do not inform them of proceedings.
