Dhakuria Residents Protest Eviction Notice Without Rehabilitation Plan

Residents of a 44-family Dhakuria settlement are challenging a Kolkata Municipal Corporation eviction notice that offers no rehabilitation or resettlement.

Key facts

Residents of a settlement on Panchanantala Road, near Dhakuria, have protested for weeks after receiving a June 27, 2026, eviction notice from the Kolkata Municipal Corporation’s Borough VIII executive engineer. Citing Sections 371 and 516 of the Kolkata Municipal Corporation Act, 1980, it gave residents seven days to leave, without stating a reason or offering rehabilitation. The Calcutta High Court says the matter is under active consideration; authorities have not acted. Residents have temporary stay orders. Lawyer Deeptangshu Kar says the templated notice is under legal scrutiny. Separately, a challenge to railway evictions under Section 147 of the Railways Act, 1989, is before a Calcutta High Court division bench after referral from a single bench; Kar argues the Public Premises (Eviction of Unauthorised Occupants) Act, 1971, should apply instead. The 44 families include domestic workers and delivery riders; activists seek rehabilitation near residents’ workplaces. India had over 1.73 million homeless people in the 2011 Census. HLRN reported over five lakh people forcibly evicted in 2023 and over one lakh homes demolished.
