Ahmedabad Municipal Corporation (AMC) announced construction of 854 residential units and 10 commercial shops in Gulbai Tekra slum area, Navrangpura ward, west zone. Project under Pradhan Mantri Awas Yojana (Urban)—ISSR Scheme and Gujarat Slum Rehabilitation and Redevelopment Policy-2013, executed via Public-Private Partnership (PPP).

AMC demolished 851 existing houses and 10 shops, distributed rent compensation to beneficiaries, and obtained formal possession.

Each residential unit: 30 square metres carpet area with one bedroom, kitchen, courtyard, drawing room, bathroom and toilet. Amenities include LED lighting in common areas, solar rooftop systems, PNG gas connections, vitrified tile flooring, Kota stone kitchen platforms, MS windows with tempered glass, earthquake-resistant construction.

Project includes water and drainage systems, RCC roads, paved parking areas, compound wall with gates, percolation wells, ISI-standard lifts, anganwadi/health centre and community facilities.

Tenders floated and approved; construction expected to begin shortly. Final town planning scheme published last month. Gujarat High Court dismissed three-decade-old petition from nearby housing societies seeking to redevelop the land themselves.

The long-awaited redevelopment of Gulbai Tekra slums, known as "Hollywood," has been cleared with the third and final Town Planning scheme published in early April 2025. This follows the Gujarat High Court's dismissal in January 2024 of a 30-year-old petition filed by nearby housing societies.

The slums have existed for over four decades and house around 504 Baori Adivasis. The area is known for plaster-of-Paris Ganesha idols sold throughout Gujarat and Maharashtra.

The redevelopment dates back to 1985 when the state government declared intention for Town Planning Scheme 20, Gulbai Tekra. The first draft was published in 1992, prompting neighbouring societies to approach the High Court over land ownership disputes. The societies collectively owned approximately 38,716 square metres, with 5,222 square metres earmarked for slum redevelopment.

In 1997, the Ahmedabad Municipal Corporation (AMC) attempted to relocate residents to EWS housing in Odhav with free AMTS bus services to workplaces, but residents abandoned the Odhav homes within a month and returned.

Under the new plan, a private developer will be awarded the contract and benefit from Transferable Development Rights (TDR) granted by AMC. The scheme permits 20% commercial development, making it financially lucrative given the area's prime location. The redevelopment is expected to improve facilities for residents and enhance conditions for neighbouring societies.
