The Greater Mohali Area Development Authority (GMADA) plans and develops the SAS Nagar district and Greater Mohali region, including Mohali, Banur, Zirakpur, Derabassi, Kharar, Mullanpur, Fatehgarh Sahib, Mandi Gobindgarh and Ropar. It prepares master plans, acquires land, builds roads, sewerage, water and electricity infrastructure, and allots plots to residents, builders and institutions. Schemes include Aerotropolis and Eco City 3.

Punjab’s Chief Minister chairs GMADA; a Chief Administrator oversees daily operations with executive, planning and design, and budget and accounts scrutiny committees. Established under Section 29 of the Punjab Regional and Town Planning and Development Act, 1995, GMADA was created by notification 13/52/2006-1HG2/7443 on 14 August 2006, as a regional authority under PUDA.

GMADA commissioned Singapore’s Jurong International to prepare a 50-year structure plan covering more than 1,200 square kilometres. In 2025, the Punjab and Haryana High Court upheld the constitutional validity of the Act creating GMADA and PUDA. The authority has scrapped and later revived land acquisitions, including at Sector 87, with revised compensation terms.

The Mohali District Consumer Disputes Redressal Commission found ATS Estates Pvt Ltd and Dynamic Coloniser Pvt Ltd deficient in service over basic amenities at ATS Golf Meadows-IV Extension, Zirakpur. It directed them to pay a couple ₹1.25 lakh as lump-sum compensation for mental agony, harassment and litigation expenses, and barred recovery of ₹29,409 in common area maintenance charges.

Manpreet Saini and her husband bought a 150-square-yard plot in July 2014 for ₹25.5 lakh. They said missing electricity and road connectivity prevented construction and occupation for years. After building-plan approval in 2019, they completed construction in April 2020 using generator power and continued renting accommodation. The commission noted they obtained electricity and road connectivity only after approaching the forum. ATS blamed PSPCL for the electricity delay; PSPCL said ATS had not met infrastructure requirements, including providing land for a substation. The commission did not decide that dispute. It dismissed the complaint against PSPCL.

• Singhpura flyover opened in January after three missed deadlines. A ₹21.6-crore surveillance and traffic system became operational on March 6.
• Monsoon flooding damaged roads, causeways and bridges, affected about 2,000 hectares of farmland and crops, and damaged 22 buildings in Dera Bassi. Two people and two cattle died. Five New Chandigarh villages, home to about 7,000 residents, faced disrupted road access. Nabha village in Zirakpur reported three diarrhoea deaths and over 150 cases of diarrhoea-like symptoms.
• A ₹728-crore district power plan was announced; Mohali became headquarters of PSPCL’s East Zone. The Centre announced ₹4,500 crore over three years to expand Mohali’s Semi-Conductor Laboratory, targeting 100 times current wafer production.
• Punjab began acquiring land for a ₹443-crore Mohali–Rajpura broad-gauge link. Its development plan seeks over 5,100 acres: 3,535 for Aerotropolis extension Blocks E–J and 524 for Sectors 87, part of 101, and 103. Ecocity-2 and Ecocity-3 are also set to expand.
• Mohali Municipal Corporation expanded its limits to include Aerocity, IT City, Sectors 81–95, Sectors 73–74, Sector 57 and 14 villages. Plans include 14 PSPCL substations, a 175-bed PILBS patient-care block, and a flyover on the Zirakpur–Ambala highway. An elevated Baltana bridge is planned by end-2026.

Deputy commissioner Komal Mittal urged residents of Mohali, Kharar, Kurali, Zirakpur, Derabassi, Naya Gaon, Banur, Lalru and Gharuan to clear property-tax dues under Punjab’s One-time Settlement Scheme. Municipal offices will open on Saturdays and Sundays for collections.

• Pay the full principal amount by July 31, 2025, for a 100% waiver on penalty and interest.
• Payments from August 1 to October 31, 2025, receive a 50% waiver. After October 31, full penalty and interest apply.
• The district collected ₹12.59 crore since July 1. Collections included Zirakpur ₹814.94 lakh, Kharar ₹227 lakh, Dera Bassi ₹125.62 lakh, Naya Gaon ₹32.90 lakh, Kurali ₹26.95 lakh and Banur ₹18.51 lakh.
