Enforcement Directorate raids at TDI Infratech’s Sector 119 office continued for a third day on Wednesday, September 30, after starting around 11 am on September 28. About 15 ED officials, accompanied by CRPF personnel, examined land-deal documents, computers and other electronic devices and took employees’ mobile phones; some phones were later returned. Officials questioned senior TDI personnel.

The ED also raided developer STJ Group’s office on the sixth floor of Mohali Citi Center-2 in Aerocity on Airport Road from Tuesday afternoon; the operation was continuing.

The probe follows a complaint alleging irregularities in compensation for land acquired for the PR-6 Road. Sources allege that, after land earmarked under the Master Plan received Change of Land Use clearance, TDI directors and other senior officials transferred titles to close family members to obtain higher compensation. After the matter came to light, TDI officials approached senior Greater Mohali Area Development Authority officials to seek cancellation of the registrations.

The Enforcement Directorate (ED) widened its scrutiny of GMADA planning decisions after alleging that reserve-price manipulation of unsold land could have caused a potential loss of nearly ₹10,000 crore to GMADA and the Punjab government; its note did not establish that the full loss occurred. A three-day raid at GMADA headquarters concluded Thursday.

The ED is examining GMADA’s January 2026 conversion of large commercial parcels in Sector 62 to mixed land use (MLU). A 27.78-acre parcel was auctioned in August for ₹1,742.31 crore. The change permits residential, retail, office and allied uses. In an e-auction, 27 of 36 properties fetched ₹5,391 crore against a combined ₹3,872-crore reserve price; officials said the change followed repeated failure to attract buyers for the commercial parcel.

GMADA also amended its Master Plan 2031 in January 2026, changing a 30-acre New Chandigarh parcel adjoining Eco City-1 from a truck/transport terminal to MLU, with a ₹1,311.18-crore reserve price.

The probe covers proposed land-use changes in 78 Kurali-area villages, including proposed green zones replacing some residential and industrial designations; objections have been filed. ED is also examining delays to Aerotropolis and Eco City-2 and 3. Aerotropolis received an LOI nearly five years ago, but work has not begun; substantial development on Eco City-2 and 3 is also awaited. No wrongdoing has been established.

The 23-km, four-lane, access-controlled Mohali–Banur–Tepla section of the Tricity Ring Road is expected to open by October, subject to monsoon conditions. NHAI is building it under Bharatmala Pariyojana at an approximate cost of ₹1,200 crore; bitumen laying and signage are under way.

Starting at IT City Chowk near Aerocity, Mohali, the road passes Banur and joins NH-152 at Tepla, bypassing Kharar, Landran and Banur market. It is designed for 100 kmph, has no traffic signals and is expected to cut the Mohali–Ambala drive by 30 minutes and the route by 8–10 km. The current journey via Kharar, Landran and Banur takes 90–100 minutes; Tepla to Ambala takes about 35 minutes. Interchanges will connect Zirakpur and Patiala. The wider ring road is planned around Chandigarh, Panchkula and Mohali; the Panchkula–Ramgarh–Mullanpur section remains under construction.

Brokers report 15–20% more enquiries since March for land near IT City Chowk and the Banur interchange. Service lanes remain pending; interchange lighting is due by December. Toll rates are not final; officials have indicated ₹85 for cars from Mohali to Tepla, with local monthly passes planned.

Central Chandigarh’s Sectors 5, 9, 17 and 35 are prominent property zones. Sectors 5 and 9 have scarce, expensive low-density housing, government residences and premium villas; Sector 17 is the primary commercial and retail district, while Sector 35 is residential.

Panchkula attracts professionals working in Chandigarh and nearby industrial areas, supported by residential sectors and a relatively calm environment. Zirakpur’s strategic location at the Chandigarh–Panchkula–Ambala junction and affordability drive demand for apartments and gated societies.

Mohali’s growth is linked to expanding IT parks, commercial offices and institutions. Aerocity, Sectors 66–71 and areas near Airport Road are seeing residential and commercial growth, with demand also supported by proximity to the international airport.

New Chandigarh, also known as Mullanpur, is a planned urban extension and future growth corridor with large-scale township developments and residential communities aimed at luxury and mid-segment buyers.
