Prime Minister Narendra Modi inaugurated the final 10.99-km Worli–Cuffe Parade stretch of Mumbai Metro Line 3 on October 11, 2025. Phase 2B was reported to cost ₹12,200 crore. Experts expect improved access to boost interest in Cuffe Parade and Colaba, where new projects are priced around ₹75,000 per sq. ft, and in Andheri East, SEEPZ and BKC. Brokers also expect more redevelopment of old buildings in Girgaon and Kalbadevi, though buildings with legacy problems may miss out. The full corridor is approximately 33 km. Modi flagged off the 12.69-km Aarey JVLR–BKC stretch, with 10 operational stations, on October 5, 2024; Maharashtra Chief Minister Devendra Fadnavis and Deputy Chief Minister Eknath Shinde inaugurated the 9.6-km BKC–Acharya Atre Chowk stretch on May 9. Proposed by MMRDA around 2004, the line’s total project cost exceeds ₹37,000 crore.

The Bombay High Court questioned the legality of redeveloping 33 acres of state-owned land at Cuffe Parade under the Slum Rehabilitation Authority (SRA) scheme. The land houses nearly 65,000 slum dwellers. In an October 1, 2025 order, Justices G.S. Kulkarni and Aarti Sathe said slum rehabilitation could not justify permanently removing prime government land from public use, including gardens, open spaces and civic infrastructure. The court questioned whether Cabinet approval had been obtained and said eligible residents’ right to rehabilitation did not mean a right to housing on the same land; alternate permanent housing could be provided. The petitions were filed by Gulab Shankar Mishra, representing a federation of slum societies, and Precaution Properties Pvt. Ltd., appointed to undertake the redevelopment. The Ministry of Defence had denied a no-objection certificate because of the site’s proximity to defence establishments. The court directed the Defence Ministry, SRA CEO and Maharashtra revenue and urban development secretary to file affidavits within 10 days. The matter was adjourned to October 15.

Cuffe Parade Residents Association president Laura Dsouza said unauthorized structures along the seashore beside Captain Prakash Pethe Marg pose security risks and cause nuisance, blaming the Mumbai City Collector for negligence and the BMC’s A ward office for inadequate demolition support. She said a demolition attempt last month at Budhwar Park was abandoned after the BMC brought only chisels and hammers to break a concrete structure.

Deputy Collector Prashant Panvelkar said a JCB could not reach the site through narrow lanes. He said temporary unauthorized structures are demolished, but old and authorized structures cannot be removed; rehabilitating residents requires a policy decision. The Collector’s office said its encroachments removal cell demolished more than 70 unauthorized structures in Budhwar Park and nearby areas over the past six months.

The Cuffe Parade Residents’ Association (CPRA) approached the collector’s office over two plots allegedly rented to civil contractors at minimal rates for several years. CPRA president Dr Laura D’Souza said state government-owned plots 119A and 119B were earmarked for a BMC school and a playground, respectively. She alleged civic officials installed multiple containers serving as makeshift offices on plot 119A without residents’ knowledge. Residents also allege illegal workshops operate through the night, and shanties have appeared between GD Somani Memorial School and a housing society.

Mumbai Metro Line 3’s Aqua Line, running between Aarey and Cuffe Parade, will operate throughout the night for Ganesh immersion on Anant Chaturdashi. The Mumbai Metro Rail Corporation changed its earlier plan to run services only until midnight, citing expected post-immersion crowds.

On the night of 25 September, Western Railway will operate 12 special local trains between Churchgate and Virar. Down services from Churchgate to Virar will run from 1:15 am to 3:45 am; up services from Virar to Churchgate will run from 12:15 am to 3 am.

Central Railway will also run special locals on the CSMT–Kalyan, CSMT–Thane and CSMT–Panvel routes.
