PWD to undertake feasibility study for flyover between NH-48 (near Mahipalpur) and Bijwasan railway overbridge to decongest southwest Delhi and provide alternative connectivity to Yashobhoomi convention centre.

Najafgarh-Kapashera Road: approximately 5.5 km stretch between NH-48 and Dwarka Expressway is most congested; total road length 15-16 km; passes through Samalkha, Bharthal, Bijwasan, Sector-28, and Chhawla before reaching Najafgarh.

Existing Bijwasan flyover: four-lane, 800 metres long, located near Bijwasan railway station; traffic load increased over past 10-12 years.

Proposal includes extending existing Bijwasan flyover by approximately 1.5 km. New flyover will provide alternative route to reach Dwarka sectors, Yashobhoomi, Sector-28, Pochanpur; diverting Dwarka-bound traffic before NH-48 will reduce congestion on approximately 1.5 km of highway during peak hours.

Bijwasan railway station redevelopment: Central government project at cost of ₹728.92 crore; features eight platforms, air concourse, commercial and retail areas; integrated with Delhi Metro; will serve as major railway connectivity hub for IGI Airport and connect to under-construction Haryana Orbital Rail corridor.

Onkar Infotech secured ownership of a 3.81-acre farmhouse in Bijwasan's Pushpanjali Farms after Delhi High Court ruled the lease held by GMR affiliates—Delhi International Airport Limited (DIAL) and related companies—was unregistered, unenforceable, and incapable of proving tenure. Justice Subramonium Prasad held the defendants were "month-to-month tenants" with a valid termination notice served.

Onkar Infotech purchased the property in May 2024 from Indus Sor Urja for ₹115 crore including ₹9 crore in stamp duty and registration fees, with a registered sale deed executed. DIAL and affiliates had been paying rent of approximately ₹45.62 lakh plus GST monthly under a lease dating to April 2020 that was never registered. The security deposit of ₹2.72 crore was transferred to Onkar's name.

GMR's defence arguments included: the land was agricultural under the Delhi Land Reforms Act (DLR Act) blocking civil eviction; the lease was informally extended to 2028; and Onkar suppressed its "bhumidhar" status in revenue records. The court rejected all defences, noting the estate hosted a luxury residence with swimming pool, not crops, so the DLR Act did not apply. The judgment emphasized an unregistered lease exceeding 11 months must be registered under the Registration Act, 1908 and Transfer of Property Act; without registration, it defaults to month-to-month tenancy. The termination notice issued July 7, 2024, ended the tenancy, making continued occupation unlawful.

The ruling clarifies that the DLR Act will not protect properties fully developed for non-agricultural use, closing a common loophole used to stall evictions.
