BDA's Alur flats for pourakarmikas empty after ten years

A Bangalore Development Authority residential complex with 400 flats built for civic workers at Alur remains unoccupied due to coordination failures between BDA and BBMP.

Key facts

The BDA-built residential complex at Alur for pourakarmikas has remained vacant for ten years after completion in 2014-2015, despite containing approximately 400 single-bedroom flats.

Location: Alur village, northern Bengaluru, 25 km from the Central Business District, governed by village panchayat. BDA, BBMP and BWSSB chose this location due to non-availability of land within the city.

Condition: The complex has deteriorated significantly with cracks on walls, broken kitchen slabs, and miscreants dumping waste inside rooms. The vacant portion has become a dumping yard for garbage.

Handover delay: BDA Engineer Member H.R. Shantarajanna stated BDA is not at fault as BBMP has not shared the beneficiaries list. BWSSB provided a list of 46 beneficiaries and BDA initiated handover process to the water board. However, BBMP's R. Prathibha (Joint Commissioner, Solid Waste Management) said BDA must handover units first before beneficiary lists can be prepared.

Concerns: C.N. Anand (Pourakarmikara Parivartana Sangha) noted the 25 km distance is impractical for daily commuting civic workers. Civic workers report unwillingness to occupy flats in current poor condition and want facilities cleaned and repaired before occupancy.
