Thrikkakara municipality has ordered immediate evacuation of its more than four-decade-old municipal commercial complex in Kakkanad, citing its deteriorating condition and safety concerns. Fresh notices have been posted on all establishments in the building. Traders had been asked to vacate since 2021. The municipality has initiated steps to build a ₹40 crore bus stand-cum-shopping complex at the site.

The Kerala High Court stayed the Ernakulam collector’s October 30, 2024, order allowing Thrikkakara municipality to use 8.50 ares for a waste dumping and processing plant. Justice C S Dias issued the interim order on a petition by Paul Mecheril of Kakkanad and 15 others.

The petitioners cited a 1999 undertaking by the then Thrikkakara panchayat to buy land under the Third People’s Plan Programme for 1999-2000 and build a modern garbage treatment plant and slaughterhouse within six months. The municipality became a municipality in 2006. It said it had bought 50 cents in Ward 6, Vanachira, for a solid-waste plant, but decided in 2015 to build a residential complex there instead.

The court said the municipality had not acted on the land acquired for waste treatment for 25 years. It restrained officials from starting a plant in another area while the undertaking remains on record, but allowed the municipality to seek its modification. The petition was adjourned to November 7.

Land belonging to HMT and NAD was handed over to Roads and Bridges Development Corporation-Kerala (RBDCK) on Oct 21, 2025, for the second phase of the Seaport-Airport Road. The project had been delayed indefinitely because land was unavailable; Industries Minister P Rajeeve said construction would begin soon.

The Revenue Department acquired and transferred 1.40 hectares of HMT land in Thrikkakara North village for the HMT–NAD stretch. Following a Supreme Court directive, ₹37.90 crore for the land was deposited in an escrow account. Another 2.5 hectares owned by NAD was handed over.

The state had allocated ₹32.26 crore for land acquisition. The Finance Department sanctioned ₹23.11 crore for NAD land, ₹8.16 crore for widening NAD–Thorappu Road and ₹99.43 lakh for a boundary wall. Last month, the government granted ₹17.31 crore in administrative approval for the HMT–NAD stretch. Its tender process is underway; the tender for widening NAD–Thorappu Road will be issued soon.

Land needed for the second phase of Seaport-Airport Road has been handed to the Roads and Bridges Development Corporation Kerala (RBDCK). Industries Minister P. Rajeeve said the handover resolved the main hurdle behind a delay of more than two decades; construction in the area will begin shortly.

• Naval Armament Depot (NAD): 2.46 hectares were handed over. The government allocated ₹32.26 crore: ₹23.11 crore for land value assessed by the Defence Ministry, ₹8.16 crore to widen NAD-Thorappu Road and ₹99.43 lakh for a compound wall.
• The government granted administrative sanction of ₹17.31 crore last month for road construction along the HMT and NAD stretches; tenders are under way. The HMT road will be 45 metres wide and 600 metres long. Tendering for NAD-Thorappu Road widening will proceed simultaneously.
• The tender for the NAD-Mahilalayam stretch is due in December. Land acquisition for its 6.50-km stretch is nearing completion; KIIFB sanctioned ₹569.34 crore for acquisition in the region.
• The 25.70-km Seaport-Airport Road runs between Irumpanam and Nedumbassery and is intended to ease Kochi traffic and improve airport access.
