The State Highways Department has issued a tender for construction of the Singaperumal Temple–Poonjeri link, the final segment of the Chennai Peripheral Ring Road (CPRR) project.

The Tamil Nadu Road Development Company cancelled the tender for designing and building the approximately 27-km Section V of the Chennai Peripheral Ring Road, from Singaperumal Koil to Poonjeri, for administrative reasons.

The 133.64-km access-controlled, six-lane dual carriageway will have two-lane service roads on both sides and an Intelligent Transport System. It aims to connect southern Tamil Nadu with Ennore and Kattupalli ports. The overall project cost is ₹17,958.39 crore; Section V has Japan International Cooperation Agency funding of 49,847 million yen.

Section I has JICA funding of 40,074 million yen. Sections II and III have funding of US$478 million from the Asian Infrastructure Investment Bank and OPEC Fund for International Development. Section IV is complete; a detailed project report is being prepared to upgrade it as an access-controlled road.

The 132.87-km, six-lane access-controlled Chennai Peripheral Ring Road (CPRR), developed by TNRDC under the Tamil Nadu Highways Department, will connect Ennore Port to Poonjeri near Mamallapuram through five sections. The ₹12,301-crore project is funded by JICA, AIIB and the OPEC Fund for International Development. Its proposed 60-metre right of way includes six main lanes and two service lanes on each side; design speed is 120 km/h. Mahabalipuram–Sriperumbudur travel time is expected to fall to 40 minutes.

• Section 4, Sriperumbudur–Singaperumalkoil, is operational.
• Sections 2 and 3, Thatchur–Sengadu (about 56.2 km), were nearing completion in early 2026, funded by an AIIB loan of USD 378 million and OFID financing.
• Section 5, Singaperumalkoil–Mamallapuram (27.41 km), was upgraded from four to six lanes. A tender was floated in December 2025, though the article also says tendering had not yet occurred as of its update; land acquisition was in its final stage.
• Section 1, Ennore Port–Thatchur (25.4 km), is delayed until 2027, with relocation of 12 water tanks and power-line rerouting among the obstacles.

Acquisition across unfinished sections covers more than 234 hectares in over 30 villages and affects about 676 families. Kattupalli, Minjur, Thiruvottiyur, Vandalur and Kovalam are among affected villages. Sriperumbudur land rose 96.0% in three years and 145.0% in five, while apartment prices fell 10.3% in the past year. The article flags service-road acquisition, displacement, delays and speculative ECR plot listings near Mamallapuram. It cites Mahindra World City, Zoho, Ford and SRM Institute as existing demand drivers near Sriperumbudur, and the Singaperumal Koil Railway Overpass as a planned GST Road connection.

Tamil Nadu State Highways Authority invited tenders for a 43.4-km, four-lane access-controlled highway forming part of the Oragadam-Cheyyar industrial corridor and the 140-km Chennai-Tiruvannamalai Expressway. The greenfield route will run from Valayankaranai, at the under-construction Chennai Peripheral Ring Road, to Manampathy on Kancheepuram-Vandavasi State Highway 116; Valayankaranai is about 12 km from Singaperumal Koil. Service roads are planned on both sides.

The project will use a public-private partnership and Hybrid Annuity Mode: government funding covers 40% of construction costs and the concessionaire the remaining 60%; investment may be recovered through tolls or annual government payments over 10 years. Three packages are Valayankaranai–Pazhaveri (14.5 km), Pazhaveri–Pulivoy (13.4 km) and Pulivoy–Manampathy (15.5 km).

An extension from Manampathy to Tiruvannamalai is planned, with land acquisition expected to begin after June 2026 in Tiruvannamalai district. Existing SIPCOT Phase I and II complexes span over 3,000 acres across Mangal and nine other villages in Cheyyar and Vembakkam taluks and are fully occupied. For proposed Phase III near Melma and eight surrounding villages, 3,175 acres have been identified for acquisition.

Tamil Nadu has identified two priority road corridors for the proposed Parandur Greenfield Airport. The first would widen 23.8 km of Pallur-Sogandi Road with a 60-metre right of way, including a 9.2-km rerouted section skirting the airport. Officials propose four lanes and service roads; part of State Highway 58, between the expressway interchange and Pallur-Sogandi Road, would also be widened.

The second is a 30.7-km greenfield link from Singaperumal Koil to Parandur via SH 58, the Chennai Peripheral Ring Road and the Mannivakkam-OCIC stretch, connecting south Chennai and GST Road to the airport. It is proposed as a four-lane road with grade-separated ramps. Its right of way would be 45 metres up to Neeralur on NH 48 and 30 metres beyond, to the airport entry.

Of three options examined, the link from Pallur-Sogandi Road’s Bengaluru-Chennai Expressway junction to NH 48 has been shelved. The proposals will go to the chief secretary. The industries department is to fund preparation of both DPRs and land acquisition.
