Secretary of Panchayats Cheshta Yadav, IAS, upheld Curtorim village panchayat’s October 1, 2025 resolution halting construction at a private housing project in Gogalli, Maina. She quashed the Additional Director of Panchayats-II, South Goa’s February 26, 2026 order under Section 178(1) of the Goa Panchayat Raj Act, 1994.
The secretary confirmed the panchayat’s stop notices and rejected the owner’s request for a work commencement letter. Construction cannot proceed until environmental remediation and infrastructure adequacy are resolved to the panchayat’s satisfaction; the panchayat must enforce its notice.
Congress leader Moreno Rebello and Curtorim sarpanch Milagres Rodrigues welcomed the decision. Rebello said Maina residents had intervened in support of the panchayat. Rodrigues said the panchayat would take appropriate steps if the owner challenges the order.
