The ED has provisionally attached a 5,000 sq m property in Socorro’s Vaddem ward over an alleged land fraud and money laundering case.

  • The Panaji zonal office of the Directorate of Enforcement provisionally attached immovable property worth over Rs 4.20 crore in a money laundering probe linked to an alleged multi-crore land fraud.
  • The attached property measures 5,000 square metres and is located in Vaddem ward, Socorro, Bardez.
  • The probe began under the Prevention of Money Laundering Act (PMLA) on the basis of an FIR filed by Porvorim Police on the complaint of a legal heir of the property owner; the case was later transferred to the crime branch special investigation team.
  • ED said the property, originally in the name of the complainant’s late father, was allegedly grabbed through inventory proceedings before a competent civil court by falsely claiming that the father of two sisters living in Pune was the same person as the deceased owner.
  • On that basis, the land records were mutated in the names of the two sisters.
  • A power of attorney dated 17 February 2018 for the property had earlier been obtained in Pune from the two sisters and their husbands by a Socorro resident.
  • The ED said Rs 9 lakh was remitted through banking channels to one sister on 22 January 2018 by a person who later bought plots from the property; this was before the power of attorney and more than a year before the inventory proceedings.
  • The property was later subdivided without planning permission into 11 plots and sold between 2018 and 2020 to nine purchasers through a chain of brokers.
  • Sale deeds were executed by John Paul Valles as power of attorney holder.
  • Five deeds were executed in 2018 and stated devolution through an inventory that had not yet taken place.
  • The sale deeds declared total consideration of Rs 63.65 lakh, while around Rs 1,49,53,000 was actually paid, largely in cash and through cheques with the payee’s name left blank.
  • The ED said the fair market value of the plots was Rs 3,43,64,472.
  • In July, ED searched eight premises in Goa and Pune under Section 17 of the PMLA and seized digital devices and documents.
