Manesar civic body cracks down on illegal PG operations in flats

Municipal Corporation of Manesar announced enforcement against residential properties illegally operating as paying guest accommodation while evading commercial property taxes.

Key facts

Municipal Corporation of Manesar (MCM) announced sweeping crackdown on residential properties illegally operating as paying guest (PG) accommodation, hostels, coaching centres and other commercial establishments while evading higher property taxes. MCM warned failure to register property IDs could result in disruption of essential municipal services including waste collection and water supply.

Joint commissioner Lokesh Yadav stated property owners converted residential property into PG, hostel, coaching centre or small commercial establishments but did not change use in corporation records. Residential property is taxed less than commercial use. MCM made it mandatory for all owners and occupiers to self-declare actual property use. Misdeclaration or concealment amounts to tax evasion and invites penal action under Haryana Municipal Corporation Act, 1994, and allied rules.

MCM constituted inspection and verification teams to conduct physical inspections and use-based assessments to end paper-based oversight.

The Draft Regional Plan-2041 designates the Kundli-Manesar-Palwal (KMP) and Eastern Peripheral Expressway belt as Central NCR (CNCR), the “Golden Ring of Opportunity,” one of five NCR policy zones. The plan is scheduled for discussion at the National Capital Region Planning Board meeting on June 16; it received in-principle approval at the board’s 41st meeting on October 12, 2021.

CNCR has the highest-intensity development mandate, including dense mixed-use development, maximum floor area ratios, transit-oriented development clusters and priority infrastructure investment. It extends up to five kilometres beyond the Eastern and Western Peripheral Expressways.

Haryana has proposed Panchgrams, five greenfield townships. Urban centres and industrial townships would cover 2.5 lakh hectares in a belt two to six kilometres either side of the KMP loop, under a dedicated Panchgram Development Authority. The Manesar-Bawal Investment Region, linked to the Delhi-Mumbai Industrial Corridor, will be integrated into state sub-regional plans.

Proposed multimodal hubs include Panchgaon Chowk in Manesar, connecting the Delhi-Alwar RRTS, Gurugram-Manesar Metro and Jhajjar-Palwal rail line, and Kherki Daula in Gurugram, combining RRTS, metro and buses.
