The Hyderabad Industrial Land Transformation Policy (HILTP), notified via GO Ms No. 27 on November 22, 2025, permits strategic conversion of old industrial estates within the Outer Ring Road into multi-use urban zones. Katedan is among 20 listed locations.

Katedan's location: between city centre and Rajiv Gandhi International Airport at Shamshabad, along PVNR Expressway corridor and Internal Ring Road, with direct access to ORR and airport traffic.

Developed in 1970s as small- and medium-scale industrial estate with food processing, rubber, plastic and mechanical manufacturing units. Over two decades, most units fell silent due to obsolete technology, environmental restrictions and urban encroachment.

Closure proceedings over the past decade shut more than 200 unauthorised, highly polluting plastic and related units in Katedan-Shastripuram belt; one High Court order covered about 195 units. Of the 265-acre park, majority now houses closed or idle factories; only handful of small-scale food processing and plastic recycling units remain operational, still flagged as sources of local air and groundwater contamination.

Officials foresee mixed-use redevelopment unlocking Katedan's potential as prime real estate and logistics hub. Local residents express mixed views: NGO Colony resident K. Suresh welcomed cleaner environment prospects; TGHB Colony resident Anshita supported redevelopment for improved infrastructure but urged government to push for affordable housing; resident Ravi expressed hope in well-planned urban renewal.

The Shastripuram Road overbridge (RoB) in Hyderabad is complete but awaiting inauguration by Chief Minister A Revanth Reddy. Commuters have removed barriers and begun using it. The ₹80-crore steel bridge was proposed in 2017 to provide an alternative to the Uddamgadda railway crossing; work began in 2021 and took five years. The article describes it as 190 metres long and later gives its length as 490 metres.

GHMC expects the inauguration by the end of April or the first week of May 2026. The bridge is intended to ease congestion and railway-crossing delays, connect Mailardevpally and Vattepally, and serve commuters travelling from Falaknuma, Shastripuram, Katedan and Aramgarh towards Shamshabad, NH-44, the PV Narasimha Rao Expressway and Rajiv Gandhi International Airport. A detour of nearly 4 km via the National Police Academy, Shivarampally or Falaknuma-Chandrayangutta route to Bandlaguda Road is expected to become a three-to-five-minute trip.

Telangana’s Hyderabad Industrial Lands Transformation Policy (HILTP) would convert 9,292 acres, including standalone plots exceeding 2,000 acres, into residential, commercial, institutional, recreational and technology uses. It applies to TGIIC industrial estates, parks and autonagars, and standalone units within and near the Outer Ring Road (ORR). Uses could include apartments, townships, offices, retail, hotels, schools, hospitals, research centres, parks and cultural facilities. The government says industrial areas have been absorbed into the urban core and many units have become unviable; a 2013 order had mandated shifting polluting industries outside the ORR. TGIIC is developing eco-friendly industrial parks for relocation.

A one-time development impact fee would be 30% of Sub Registrar Office (SRO) rates for plots on roads under 80 feet and 50% for roads at least 80 feet. These categories cover 54.24% of the land and 82.23% of closed units. BRS and BJP allege the policy risks a land scam and misuse of public assets. BRS cited TGIIC/SRO per-square-yard values: Nacharam ₹32,881/₹21,000; Moula Ali ₹46,895/₹20,300; Balanagar ₹52,523/₹18,300. In Hayathnagar, TGIIC’s rate is ₹54,340 per square yard versus an SRO value of ₹12,200 per square metre.

HYDRAA reclaimed 15 acres of government land in survey number 354, Gajularamaram village, Quthbullapur Mandal, Medchal-Malkajgiri district. Five acres were allegedly encroached upon by KL (deemed to be) University. The state allotted the land in 2009 for Rajiv Swagruha housing projects, but construction did not begin; individuals later built boundary walls and sheds. After residents complained through HYDRA Prajavani, officials inspected the site, confirmed it was government land and reported to Commissioner AV Ranganath. He ordered the encroachments removed and signs installed. Structures were demolished, fencing installed and boards marking protected government land put up. HYDRAA also demolished structures encroaching on roads in Indira Society colony, Katedan, and prevented attempts to occupy plots and roads in layouts.
