Andhra Pradesh has notified rules for a 78.01-acre land-pooling scheme in Mangalagiri to establish a jewellery park with commercial, training and housing facilities.

The Andhra Pradesh government notified the Mangalagiri Gold Cluster Land Pooling Scheme (Formulation & Implementation) Rules, 2025, through G.O.Ms No. 175 of the Municipal Administration and Urban Development Department. The scheme covers 78.01 acres at Atmakur village in Mangalagiri mandal, Guntur district, for a Gems and Jewellery Park in the Capital Region. Plans include a jewellery manufacturing hub, luxury mega mall for gold and diamond products, skill development centre, and residential and community facilities.
Land contribution will be voluntary and consensual under the land-pooling model in the APCRDA Act, 2014. Landowners will receive reconstituted developed plots in return. APCRDA will implement the project with the Mangalagiri-Tadepalli Municipal Corporation. Internal roads, water supply and public amenities are also planned. The initiative aims to tap India’s $100 billion jewellery market, generate employment and attract global investment.

The Capital Region Development Authority (CRDA) is preparing to invite tenders for the 4.5-kilometre stretch from Swarnabharathi Nagar to Palakaluru, costing an estimated ₹48–50 crore. It will complete the 11-kilometre, four-lane Inner Ring Road planned in 2005 by VGTM UDA, connecting Perecherla in western Guntur to National Highway 65 near Autonagar and diverting Palnadu-bound heavy vehicles around the city centre.
The first two phases, nearly 6.7 km, were completed between 2010 and 2018. Land acquisition and compensation claims delayed Phase III. Authorities have disbursed ₹6.35 crore to displaced families and provide affected landowners ₹10,000 monthly allowances; structural damage claims are being addressed. About 385 properties are affected, including 340 encroachments.
The road is expected to reduce congestion, shorten journeys from Palnadu towards Vijayawada and eventually connect to the new Outer Ring Road.
