The Bhubaneswar Development Authority (BDA) issued a 15-day show-cause notice to the president and secretary of the Vipul Gardens Residents’ Welfare Association over alleged violations of the Odisha Apartment (Ownership and Management) Act, 2023. BDA said provisions of the prescribed bylaws were modified when the association’s registration form was submitted and asked the association to explain why action should not be initiated. It ordered the association not to hold office-bearer elections or undertake other major activities until it complies. The reported changes include omission of a provision allowing apartment owners to delegate their voting power when absent.
