Udhagamandalam seals 33 illegal cottages hotels lodges

Udhagamandalam Municipality sealed 33 unauthorised cottages, hotels and lodges following Madras High Court directions against buildings violating planning regulations.

Udhagamandalam Municipality enforcement team led by Commissioner S Parthasarathy and Town Planning Inspector M Mahendra Kumar sealed 33 illegal cottages, hotels and lodges within four days. Notices issued to around 830 properties identified as unauthorised constructions or buildings put to commercial use without required approvals.
Building regulations permit construction only up to ground plus one floor across Nilgiris district. Udhagamandalam is an environmentally sensitive area prone to earthquakes. Many cases involve residential structures approved as houses but later converted to lodges and cottages for commercial use. Some owners constructed ground plus two or three floors despite approval only for ground plus one floor.
Owners of sealed properties can apply to the secretary of municipal administration and water supply department in Chennai for necessary approvals to have seals removed. Buildings with additional unauthorised floors may require demolition of unauthorised portions to comply with regulations.
Cottage, Hotel and Lodge Owners' Association representatives appealed for more time and deferred action. Vice-president G Mahendran said the association approached Supreme Court seeking seal removal, arguing cottages have functioned for nearly three decades and were not recently converted. Association claims all necessary clearances obtained including fire and rescue services approvals and stability certificates. Association notes master plan established in 1993 has not been revised; regulations require revision every five years.
