Legal and Funding Hurdles Delay 16 Stalled Supertech Projects

NBCC says legal hurdles, funding shortages and RERA cash-flow rules are delaying 16 stalled Supertech projects, with the Supreme Court to hear a waiver plea on September 24.

State-run NBCC was assigned to complete stalled Supertech projects under a Supreme Court-monitored mechanism in December 2024. The 16 projects include six in Greater Noida—Sports Village, Ecovillage 1, 2 and 3, UP Country and Czar Suits—and four in Noida—Eco Citi, Romano, Capetown and North Eye. Two each are in Gurgaon and Meerut, and one each in Uttarakhand and Bengaluru.
Homebuyers protested outside Supertech’s Noida office last week, alleging no construction had started in the 21 months since handover. NBCC cited legal hurdles, funding shortages and RERA cash-flow rules. NCLAT approved NBCC as implementing agency on December 12, 2024. Supertech challenged that order in the Supreme Court in February 2025; the court stayed it, halting work. In February 2026, the court again approved the revival and directed NBCC to complete the projects. It is due to hear a waiver plea on September 24.

Noida authority approved a co-developer proposal for Supertech’s stalled projects, with Apex proposing ₹500 crore initially and promising to complete and deliver homes.

The Noida authority board approved a co-developer proposal for Supertech Limited’s stalled housing projects. Apex proposed to initially infuse ₹500 crore and said it could provide the funds needed to complete and deliver the projects, while also paying authority dues. Noida CEO Lokesh M said the co-developer must pay 25% of total dues to be allowed to work. The proposal is under consideration by the Supreme Court, which is likely to hear the Supertech case on August 13, 2025. Supertech chairman RK Arora said banks had approved the plan and that the Supreme Court’s decision could enable delivery to thousands of homebuyers across 16 projects. Noida approved co-developers for Supertech Capetown in Sector 74, Supertech Romano in Sector 118 and Supertech Ecocity in Sector 137, among others. Greater Noida authority and YEIDA were expected to consider proposals at board meetings that month. Some buyers called for delivery without further cost escalation; others wanted NBCC to take over.
