Mohali developer gets two-year jail for refusing homebuyer refund

A Mohali developer received two years imprisonment and ₹1 lakh fine for violating a consumer court refund order for Sky Rock City Welfare Society.
Key facts
Navjeet Singh, president of Sky Rock City Welfare Society in Mohali, was convicted under Section 72 of the Consumer Protection Act, 2019 for non-compliance with a consumer court order. In March 2019, the Mohali district consumer disputes redressal commission directed the society to refund ₹2.12 lakh plus 12% annual interest to Patiala resident Sushil Kumar for failure to deliver plot possession, along with ₹25,000 compensation for mental harassment and ₹5,000 litigation expenses. The society failed to comply despite the order. When Kumar initiated execution proceedings, Singh offered plot possession instead of refund. The bench noted over seven years had passed since the order without payment or evidence justifying the delay. Singh received two years rigorous imprisonment and ₹1 lakh fine (₹50,000 to complainant, ₹50,000 to state exchequer). If fine unpaid, additional two months imprisonment applies. Singh has already been awarded six-year RI in two other similar cases.
