Their gravel road has no bitumen surface, and a low-level bridge over a stream is submerged during monsoons, stranding residents. A farmer from Chakkarlu said a road accident left one person disabled; residents called for a high-level bridge.

Children from Chinna Paapannapalli cannot reach the anganwadi centre in Sembarasanapalli, less than a kilometre away, during monsoons. Village health nurses rarely visit, residents said. At least 20 students from Periya Paapanapalli cross the stream daily to attend Panchayat Union Middle School in Kattiganapalli.

Shoolagiri Block Medical Officer Dr NM Vennila and District Health Officer Dr G Ramesh Kumar said they would ask nurses to visit hamlets regularly. Block Development Officer R Kala said she would inspect the villages on Tuesday and try to resolve the issue. The Krishnagiri ICDS Project Officer was unavailable for comment.

Some families, initially three and now 15, had resettled after earlier acquisition for SIPCOT and canal construction and faced new notices. Farmers said the land grows mint, cabbage, flowers and vegetables, and no rehabilitation or resettlement was offered. They asked why fallow land held by a private real estate group near the highway was not considered. DRO-in-charge Poongothai said their objections would be conveyed to the Collector.
