Venkatamangalam Residents Oppose Revival of Waste-to-Energy Plant

Residents of Venkatamangalam are preparing protests after Tamil Nadu floated a tender to assess reviving a waste-to-energy plant closed since 2018.

Key facts

The 50-acre plant in Venkatamangalam panchayat, near homes of nearly 5,000 families including residents of Rathinamangalam, was inaugurated in 2015 by then Chief Minister J. Jayalalithaa. Built under a public-private partnership for ₹100 crore, it was designed to process 300 tonnes of municipal waste daily from Tambaram and Pallavaram and generate 2.9 MW of electricity. It was shut down seven years ago after public opposition over environmental and health impacts.

The Tamil Nadu government has invited tenders for consultants to prepare feasibility reports and transaction advice on reviving the plant and adding a construction-and-demolition waste facility. Residents reported respiratory problems, nausea, groundwater contamination, stench and flies; around 30 Irula families live beside the plant and former dump yard.

Panchayat president Kalyani Ravi said a 2013 case in Chengalpattu District Court was transferred to the National Green Tribunal, which ordered waste removal and stayed further operations in 2017. She urged the government to use the land for community facilities, such as a college or primary health centre serving at least 10 villages.
