What changes for buyers

So far, CHB has built and allotted its own housing. Under the new model, a private developer will construct and allot the flats. Buyers in Sector 53 will therefore deal with a developer rather than the board for this project. The unit mix, pricing and possession timeline will be set after the auction.

The land lies in an area the administration has been reclaiming. The Hindustan Times reported in November 2025 that nearly 40 acres of government land cleared under the city’s slum-free mission, including parcels around Sectors 53 and 54, would be used for housing, commercial and community infrastructure. The report said the plans follow the Chandigarh Master Plan. It also said CHB had launched housing projects on one cleared parcel, with infrastructure to link Sectors 53, 54 and 55.

The same report said Sector 54 will have around 1,000 government rental homes for Union Territory employees. A further 12 acres at the Furniture Market in Sectors 53-54 is slated for roads, parks and mixed residential-commercial projects.

Chandigarh's asking rates

Apartments make up the largest share of listings in the city, at 53%. Independent houses account for 15% and office spaces for another 15%. Multipurpose buildings and shops or showrooms make up the rest.

Independent houses for sale are listed at about ₹18,534 per sq ft (2023 Q4 to 2026 Q1). That is well above the apartment rate, reflecting the higher cost of low-rise living in the city.

The auction outcome, the developer chosen and the reserve price will show how the board’s new model works in practice. The terms of allotment to buyers will follow. Officials have said the project is meant to stay within the city’s planning standards.
