Income Tax Department attached 430 acres in Mangar Village, Faridabad linked to M3M Group via benami transactions, raising hopes for Aravalli forest preservation.

Income Tax Department's Benami Prohibition Unit attached 430 acres of land in Mangar Village, Faridabad. Notice boards appeared marking the attachment. Mangar spans 4,262 acres (3,810 acres hill area) with 677.12 acres of Mangar Bani sacred grove—NCR's only primary forest patch. The area hosts 240 bird species, 15 mammal species including leopards and hyenas. IT Department order from December 31, 2019 identified Kenwood Mercantile Private Limited and Goodfaith Builders Private Limited as benami property holders, with M3M India Holdings and six individuals as beneficial owners. M3M Group stated lands are proprietarily owned by promoters with no benami element, matter pending in Punjab Haryana High Court. Land revenue records from 1963-64 show the area as gair mumkin pahar (uncultivable) owned by panchayat. Around 1973-74, Mutation No. 155 transferred approximately 3,809.63 acres from panchayat deh to shamlat deh for private sale. Supreme Court judgements (April 7, 2022 and January 28, 2011) held shamlat lands must be restored to Gram Panchayats. Forest Conservation Amendment Act 2023 exempts unrecorded deemed forests, leaving areas like Mangar Bani vulnerable. Though meeting all forest criteria, Haryana government has not classified Mangar as forest. PIL filed in High Court in 2022 seeks forest recognition and land restoration to panchayat. Haryana government stated committee established to identify forests per dictionary meaning, process incomplete.
