An inquiry into Kadipur tehsil found hundreds of unauthorised registries and power-of-attorney transactions, with officials probing alleged bribery and violations of planning rules.

Gurgaon Deputy Commissioner Ajay Kumar ordered an SDM inquiry into irregular registry work at Kadipur tehsil. Former naib tehsildar Amit Kumar was suspended in December after irregularities came to light.

An initial investigation found hundreds of registrations and general power of attorneys (GPAs) for properties in other tehsils—including Harsaru, Wazirabad, Gurgaon and Badshapur—executed at Kadipur. The registries also breached rules concerning floors. An official allegedly took bribes of ₹1.5 lakh to ₹3 lakh per registry or GPA. The state had banned GPAs, and their illegal execution caused revenue losses.

The registries allegedly violated Section 7A of the Haryana Development and Regulation of Urban Areas Act, 1975, which bars registration of a sale deed for a plot under 1 acre without a DTCP no-objection certificate. Building plans were also allegedly executed illegally. An RTI activist complained about registries for houses and flats in illegally developed colonies. Investigators found a broker network facilitating transactions. A departmental inquiry is underway; a criminal case will be registered after the report reaches headquarters.
