Residents and citizen groups from Undri, Pisoli, Mohammadwadi, NIBM Annexe and Prabhag 41 raised concerns over delays in basic civic infrastructure and called for time-bound action plan from authorities.

Demands:

1. Development Plan for Undri and Pisoli pending since 2017
2. Expansion and improvement of Clover Mall–Palace Orchard–Kad Nagar–Mohammadwadi–Undri Chowk road, addressing steep slopes and encroachments
3. Proper footpaths, streetlights, road dividers and scientifically planned U-turns for pedestrian and road safety
4. Removal of encroachments in Prabhag 41 and consistent enforcement of civic regulations
5. Functioning PMC water pipeline network covering Undri, Pisoli, Handewadi and Wadachiwadi to reduce tanker water dependence; long-standing delays in water-supply projects noted
6. Property-tax revenue reflected in improved civic infrastructure including roads, water, drainage, footpaths and streetlights
7. Designated amenity spaces to remain public assets with transparent decision-making and clarity on commercial use
8. Amenity spaces developed as gardens, green spaces and children's play areas
9. Urgent completion of Kad Nagar–Dhruv School Bridge

Residents requested authorities publish time-bound action plan with deadlines, budgets, responsible officers and measurable outcomes. Concerns involve Pune Municipal Corporation, Maharashtra government and central government responsibilities.

A fatal accident near Dharmavat Petrol Pump in Pisoli has highlighted dangerous conditions on Khadi Machine–Handewadi Road. Residents blame poor traffic management by Pune Municipal Corporation and Traffic Police for unsafe conditions from constant heavy vehicle movement (mixers, tankers). Rapid residential growth in Kondhwa, Undri, Pisoli, and Yewalewadi has increased traffic; the incomplete Ring Road forces all traffic through this stretch causing severe congestion. Damaged road dividers and non-functional streetlights between Khadi Machine Chowk and Hanuman Temple in Pisoli worsen nighttime safety. Traffic jams occur daily near Hanuman Temple where the road narrows, with traffic police struggling to manage peak-hour chaos. Residents and local representatives demand immediate road repairs, better lighting, strict heavy vehicle regulation, and have warned of protests if authorities do not act.

Corporator Nivrutti Anna Bandal from Ward 41 has submitted a representation to Pune Municipal Commissioner demanding construction of 12 overhead water tanks across Undri Hilltop, Pisoli, Handewadi, Autadewadi, Wadachiwadi and Holkarwadi to resolve a two-decade-long water shortage.

The southern suburban belt has experienced unprecedented residential expansion over 15-20 years with hundreds of housing societies, apartment complexes, row houses and residential projects. Water storage and distribution infrastructure has failed to keep pace.

Residents depend on expensive private water tankers, irregular PMC supply, temporary society arrangements and depleting borewells despite paying property tax, development charges and water taxes. During summer months, many societies receive water only for limited durations; elevated and tail-end areas experience complete dry spells.

Key issues: absence of proper storage, balancing and pressure-management infrastructure in elevated, geographically scattered localities; uneven topography and massive vertical residential development cause existing distribution systems to fail in maintaining adequate pressure.

Proposal: Chain of 12 strategically located interconnected overhead water tanks functioning as pressure-balancing and storage network, implemented through Public-Private Partnership model to reduce PMC financial burden and accelerate execution. Major developers, township projects and private stakeholders could contribute through infrastructure obligations, CSR participation and development-linked funding. Amenity space plots could be reserved for reservoir construction.

Representation urges PMC to immediately conduct technical feasibility survey, prepare comprehensive master plan, identify suitable locations and convene joint meeting of civic officials, engineers, urban planners and local representatives.

Residents of Pisoli, Undri, Mohammadwadi and NIBM Road have demanded basic civic facilities before upcoming PMC elections. Mohammadwadi-Undri Residents Welfare Development Foundation issued a citizens charter demanding continuous PMC water supply and end to tanker dependency, relief from traffic caused by bad roads and encroachments, and sewage network improvements. Approximately 100,000 eligible voters in Undri, Mohammadwadi, NIBM Road and NIBM Annexe Road areas will have four corporators under ward 41. A resident of Nyati Chesterfield housing society stated residents have been dependent on tanker water since 2012 despite paying PMC taxes.

Since October 2017 merger into Pune Municipal Corporation, residents of Undri, Mohammadwadi, NIBM Annexe and Pisoli report lack of basic services despite paying taxes three times higher than pre-merger Gram Panchayat rates.

Residents note Khadakwasla Dam nearby releases significant water: 1.10 TMC in 2023, approximately 35,000 cusecs in 2024, over 20,000 cusecs already by mid-2025, yet local tanks remain empty.
