Bhubaneswar Development Authority (BDA) initiated steps to implement Town Planning Scheme (TPS) no. 8 under zone 1, covering 560.81 acres across Andharua and Daspur mouzas. The scheme aims to ensure systematic urban development without compulsory land acquisition for the proposed inner ring road planned in the TP zone.

BDA floated a tender to select an agency to carry out: total survey of the area, demarcate scheme boundaries, roads and plots, install pillars at designated points, prepare layout maps, provide digital output in GIS formats, submit weekly progress reports with geo-tagged photos and coordinates. Exercise must be completed within four months.

BDA planned 45 Town Planning Schemes across 58 revenue villages, divided into 4 zones, to manage Bhubaneswar's rapid urban expansion.
