An earlier resolution, approved more than two years ago, proposed separate corporations with equal ward distribution. Anchatageri said the bifurcation proposal sent to the Governor would leave Dharwad with a smaller corporation than Hubballi. He said a detailed study identified development issues the Greater HDMC could address, and alleged that the bifurcation notification had lacunae and ward boundaries were not properly divided. He challenged Congress councillors and activists opposing the Greater HDMC resolution to debate the issue.
