On Monday, Justices Anil Kilor and Rajnish Vyas issued notices seeking replies from the Nagpur Municipal Corporation, State Urban Development & Planning Department, Collector, Nagpur, and Nagpur Improvement Trust.

The petition alleges hospitals, medical centres and other high-crowd establishments were sanctioned in residential areas without proper process, relying on an observation in the 2002 case Vinayak vs City of Nagpur Corporation. It cites the Maharashtra Regional and Town Planning Act, 1966, including Section 52, and the Unified Development Control & Promotion Regulations, 2020.

It says narrow roads, uncontrolled street parking and increased traffic are harming residents’ rights under Articles 19 and 21.
