Panaji is adopting a decentralised solid waste management model processing biodegradable waste at source using Nisargruna Rapid Composting Technology designed by waste management expert Sharad Kale for the Goa government.
The initiative shifts focus from collection and transport to segregation at source, local processing and resource recovery. Segregated biodegradable waste (kitchen, vegetable, garden) is shredded and mixed with bacterial culture for controlled aerobic degradation. One metric tonne of biodegradable waste converts to 150-160 kg organic manure within 24-48 hours.
Benefits include reduced transport of wet waste, fewer collection trips, lower fuel consumption and emissions, improved hygiene, and efficient recovery of plastics, metals and glass. The technology neutralises foul odour and leachate immediately upon mixing.
The Bicholim project demonstrates how a network of smaller processing facilities can complement existing infrastructure. The decentralised system can scale to gram panchayats, municipal areas, markets, housing complexes, hotels, institutions and bulk waste generators. The model fits circular economy principles, converting waste into resources. Potential extension across Goa to panchayats, municipal councils, markets, hotels, schools, hospitals and large residential complexes depending on local waste patterns.
