Nagpur Land-Use Survey Delay Holds Up Development Plan

Nagpur has completed land-use surveys in 25 of 57 mauzas, prompting a new May 31 deadline as delays hold up its development plan.
Key facts
Nagpur Municipal Corporation (NMC) has completed Existing Land Use (ELU) surveys in 25 of 57 mauzas within its expanded limits; 32 remain. Reconciling land-use and reservation records with the Nagpur Improvement Trust (NIT) contributed to delays. Municipal commissioner Vipin Itankar set May 31, 2026, to complete the remaining surveys. The original deadline was December 13, 2025, the date by which the revised development plan was also required to be published under sections 23(1), 34 and 38 of the Maharashtra Regional and Town Planning Act, 1966.
The plan covers more than 22,700 hectares, including merged areas such as Narsala and Hudkeshwar. Bharatwada, Punapur, Pardi and Bhandewadi remain outside its effective planning framework amid overlapping agency jurisdictions, including Smart City, Maharashtra Airport Development Company and MahaMetro.
Itankar ordered a dedicated cell for Slum Transferable Development Rights and other TDR cases, filling vacancies, considering experienced retired staff, and redistributing work among planning authorities. He also set a ₹427 crore annual revenue target for town-planning activities. Of 896 civic-amenity reservations in NIT’s 2000 plan, 92—mostly road-widening projects—have been executed; 804 remain pending.
