More than 100 Ansal Heights owners protested the delayed occupancy certificate, which they say blocks property registration, legal ownership and home loans.

More than 100 owners at Ansal Heights in Sector 92 protested over the developer’s failure to obtain an occupancy certificate (OC) from the Town and Country Planning Department. Without it, residents say they cannot register properties or secure home loans; some existing borrowers face penalties. The Ansal Heights Flat Allottee Association said the society has 571 flats and about 300 resident families. Launched in 2010, the project began handing over possession in 2016. Owners allege the OC remains pending nine to ten years after possession began. A senior planning official said licence renewal and other dues must be cleared; the matter has been unresolved for five to six years. District town planner Praveen Chouhan said he would check the application date. The association plans to complain to the CM grievance cell. Owner Vijay Yadav said his bank charged him ₹4 lakh in penalties. Ansal Housing said it had applied for the OC. DTCP said notices were issued and licence conditions remain unmet.
