Delhi PWD Minister Parvesh Sahib Singh inspected resurfacing work on Africa Avenue overnight on September 17–18 and set a November 30 deadline to improve 600 km of major roads. The Delhi government approved a one-time cost escalation for PWD road projects after bitumen supply disruptions and sharp price rises amid global conflicts; fresh tenders have been issued and work resumed on priority.
A third-party agency using specialised machinery will independently check road-surface quality and thickness. Contractors will be responsible for maintaining completed roads for five years. PWD manages approximately 1,400 km of roads in Delhi, with the 600-km programme part of phased network improvements.
Resurfacing is generally avoided during monsoon, while bitumen laying becomes difficult in winter when night temperatures fall below about 15°C.

NDMC is investigating after a private firm allegedly damaged Africa Avenue’s green belt and footpath while installing a gate for vehicle access.

A private firm allegedly uprooted a green belt stretch and damaged the adjacent footpath on Africa Avenue in Sarojini Nagar on Wednesday, December 3, 2025. The site is opposite Shaheed Sudhir Tyagi Marg and is maintained by the New Delhi Municipal Council (NDMC). The firm reportedly broke the boundary wall, installed a large gate on the main road and created a path for vehicles without permission. NDMC’s civil department acknowledged the damage and said an enquiry is underway.
